Yes, Tier II has been initiated. There was no flow during the months of October and
November and I have submitted those reports. We are still trying determine the reason for
these high analytical numbers. We think it maybe from the wood dust coming from our
solidification pit and in effort to confirm that, we had an environmental consultant (Golder
Associates) come out today to evaluate. They could not confirm, but its believed that wood
dust from solidification operation is probably the reason for the exceedances.
Operations has been instructed to improve the housekeeping in this area by managing the
dust transfer (moving the dust from the storage pile into the solidification pit) more efficiently
and when dust does escape the solidification building, it is swept or mechanically blown back
into the building.
We plan to perform monitoring in at our regulated outfall locations and also in other locations
that flow to the storm drain to compare and contrast the analytical results.
Monthly (analytical and qualitative) monitoring has been initiated and will continue until three
consecutive sample results are below the benchmark values or within the benchmark range.

Good afternoon Preston,
This office recently received the DMR listing the results from storm water samples taken on 9/8/2021.
According to this report, a Tier II response is required for Outfall 2 due to two consecutive
exceedances of Biological Oxygen Demand (BOD).
As specified in the permit, a Tier II Response requires monthly monitoring to begin immediately at
Outfall 2.
Has Tier II been initiated?
