In an effort to bring the mitigation plan into uniformity with the Corps 404 permit, we are
asking that the 401 DWQ permit be modified to have all of the wetland mitigation through the
Ecosystem Enhancement Program (EEP). The Corps 404 permit has all wetland mitigation going
through the EEP.
