This project meets the documentation requirements and approvai procedures under NEPA, as defined by FHWA, for Low Impact Bridge Replacements. This project meets the standards of NCDOT's Minimum Criteria Rules. The existing 36' long X 20' wide, timber deck on timber joists, timber caps and piles, double span bridge is structurally deficient and will be replaced with a new, single span 55' L X 30' W, cored slab bridge at the same location. An off-site detour will be utilized during construction. There is a wetland adjacent to the project carridor, however, the project involves no wetlaud impacts and 301inear feet of permanent stream impacts associated with stream bank stabilization (i.e. there will be no rip rap �Nothing Compares�. There are also proposed impacts to the Neuse River Riparian buffers (664 sq. ft. Zone 1 and 191 sq. ft. Zone 2) which are listed as "allowable" per the Neuse River Riparian Buffer Rules Table of Uses. There are vo deck drains on the bridge; instead, stormwater runoff will be captured and discharged into existing roadside ditches and outlet at non-erosive velocities. Habitat surveys for the Red Cockaded Woodpecker, Michaux's Sumac and Smooth Coneflower determined that there is no habitat for any of the named species, nor any specimens present, within the project area. The Bald Eagle is protected in every counTy in North Carolina under the Bald and Gold Eagle Protection Act; however, no suitabie feeding/water source is located within one mile of the project study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently released the Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that "... it is the Service's conference opinion that NCDOT activities in eastern North Carolina (Divisions 1-8), as proposed, are not likely to jeopardize the contdnued existence of the NLEB.
