Hi Shannon and Joey,

I have reviewed the PCN for the Thomas Valley Road Driveway project, which proposes to
culvert 98 ft of an unnamed tributary to Barkers Creek for a culvert in Jackson County. A
trout moratorium is not applicable for this project. The culvert material proposed is
reinforced concrete pipe (RCP). We recommend against using RCP or HDPE material, as
these smooth materials are less likely to hold stream substrate and provide for movement
of aquatic organisms like fish and salamanders.
