This Quarterly Report documents the Town of Burnsville Sewer Collection System compliance activities
during October, November and December 2023.
The Town experienced one (1) SSO's from the East Main Interceptor section of the collection system on
November 2, 2023. An NOV was issued by the ARO on the SSO (202301509) . The Town's crew wasted
no time in repairing the line to minimize the total number of gallons (5,600) spilled. The breakage
leading to the spill was not intentional, but was due to a collection of grease and debris that had backed
up the line in a manhole. The spill began at 2:40 pm and the line was completely open by 4:00 pm. There
were no reported impacts to public health, fish kills or recreational area closures. All required public
notices were issued after the spill by the Public Works Department. The spill was promptly and
accurately reported to the Department. The Pine Swamp treatment facility has operated within
permitted limits during the period of this quarterly report.
Project 3b-OMC Pump Station Flow Reduction
The project to install an additional pump at the OMC Pump Station to divert between 50-70,000 GPD of
flow to the EY Sewer District's treatment facility located East of Burnsville has been completed. Yancey
County has committed to obligating a portion of their 2021 State Budget Infrastructure funding for the
construction of force main to connect. The Town previously secured engineering services for the design
and bids for the force main connection to the EYWSD collection system. We are awaiting design
information from the engineering firm McGill Associates. The collection system has just recently been
completed. The County has obligated funding from their above mentioned earmark for camera
inspection, cleaning and inspection of portions of the EY Sewer District's collection system and repairs
and upgrades to the EY-WWTP as were outlined in a document sent to the County Manager dated April
20, 2022 from the ARO. The total amount allocated for these inspections and repairs will be $1.5 million.

The Department has issued a LOIF to the County and a milestone schedule for this project and the
County has selected McGill Associates engineering firm for the project.
Project 4-Baker's Creek Pump Station Rehabilitation
The project bid on September 19, 2023. The low bidder was Carolina Specialties Construction Co, Inc. Bid
information has been sent to DWI for approval and the Town Council passed a resolution of tentative
award at its October 4, 2023 regular business meeting pending DWI approval. Construction Contracts for
the project were executed in November, 2023 with a Notice to Proceed issued November 29, 2023 and
work scheduled to begin February 1, 2024 with a final completion date of June 30, 2024.
Project 5-West Main Sewer Interceptor Improvements
The project bid on August 31, 2023. The low bidder was CaJenn Construction. The bid was significantly
over budget, but the Town has made a request to the DEQ CDBG-I division for some additional funding.
The Town is awaiting response from DEQ's CDBG-1 division on the additional $500,000.00 in funding
requested for this project. WithersRavenel is the engineering firm contracted for this project.
Project 7- Burnsville WWTP Improvements:
Funding for this project has now been increased to $8,850,000.00 after Yancey County agreed to
provide, from their State earmark, the additional $2.8 million in funding when the Town's application for
more grant funding from DWI was unsuccessful. The County has selected with WithersRavenel as the
Engineering Firm. .
Additional Projects:
The Town in has secured grant funding through Yancey County from Dogwood Health Trust for the GIS
mapping of the sewer collection system. The sewer mapping project was completed in late November
2022. GIS water mapping is now completed and included in the final draft of the updated AMP/CIP. That
new document will be adopted once the financial model and rate study have been completed, which is
expected in either February or March 2024. The updated SDF study has been posted for public comment
and public hearing on the same is scheduled for the February 1, 2024 Council meeting.
The Engineering Report for the East Main Sewer Interceptor Improvements was submitted to the
Division and approval letters were received on March 20, 2023. The engineers are moving forward with
the design and bid package for this project within the Division's timeline. The camera work of the
existing lines was conducted by KRG during the first week of January for the engineers.
The Town Council is committed to improving and planning for future maintenance of the collection and
treatment systems. The Town looks forward to the forward progress of all these projects as we move
through the design phase and onto bidding and construction in accordance with the Division's timelines.
