Dear Jessica:
Thank you for your letter dated October 9, 2007 in which you request additional information
about the Ashbury Park Subdivision in Onslow County, NC. Below is a response to each of your
comments.
1. Lots # 26, 110, 120, 136, 148 appear to have a substantial amount of wetlands on them,
please show that these lots will be buildable without requiring additional impacts, as well as
why preservation of these wetlands to ensure no future impacts was not included as
mitigation.
Enclosed are figures of the lots in question that show that the minimum house footprint (either
26' x 50' or 42' x 38') will fit within uplands located on the lots. Therefore, all lots are buildable
without additional wetland impact.
The applicant has agreed to preserve 6.82 acres of wetlands on the site, which is a 75:1
preservation to impact ratio. Only a few lots have any wetlands on them and all of these lots are
buildable without any wetland impact. Deed notifications will be used to notify lot owners that
wetlands exist on these lots and that permits are needed prior to disturbing wetlands.
2. Explain the necessity for impact C and road curvature issues (avoidance & minimization
section VII of PCN). It appears that impact C could be avoided by shifting the road slightly
northeast, please demonstrate why modifying the road is not practicable.
The project engineer redesigned this crossing and has successfully avoided wetlands at this
location. Total proposed wetland impacts within the subdivision are now 0.05 acre. Since wetland
impacts have been reduced further, we strongly believe that the preservation of 6.82 acres of
wetlands is appropriate mitigation.
