Thomas Rhodes, Secretary Director September 12, 1986 Mr. Mark Maddalon 5810 Monroe Road Charlotte, N.C. 28212 SUBJECT: Permit No. NC006 3860 Authorization to Construct Harbor Estates Wastewater Treatment Facility Mecklenburg County Dear Mr. Maddalon: A letter of request for Authorization to Construct was received June 19, 1986, by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a .024 MGD wastewater treatment facility consisting of two (2) 12,000 GPD sequencing batch reactor units, a bar screen/comminutor unit, dual chlorine contact chambers with a combine capacity of 50,000 GPD and tablet type chlorinator, stand-by power and a 100 GPM wet well pump station with dual submersible pumps highwater alarm, approximately 1075 lineal feet of 3-inch force main, associate valves, piping and appurtenances. This Authorization to Construct is issued in accordance with Part III paragraph B of the NPDES Permit NO. NCO063860 issued March 3, 1986, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0063860. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143.215.1 and in a manner approvable by the North Carolina Division of Environmental Management. The Mooresville Regional Office, telephone number 204/663-1699 shall be notified at least twenty-four (24) hours in advance of operation of the installed system so that an in -place inspection can be made of said system prior to backfilling. Such notification to the Regional Supervisor shall be made during normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. lftbN In event the facilities fail to perform satisfactorily in meeting its NPDES permit effluent limits, the permittee shall take such immediate corrective Pollution Prevention Pays PO.
