Accordingly, we are forwarding the attached NPDES discharge permit. The Division appreciates your
cooperation in assessing the feasibility of combining your discharge with nearby discharges. If Division
personnel can be of assistance, as you complete the Engineering Alternatives Analysis, please do hesitate to

This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and
the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency
dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision
shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local
governmental permit that may be required.

General Information
The facility treats 100% domestic wastewater prior to discharging into Rocky River. The
facility serves approximately 260 mobile homes and has a permitted discharge of 0.09
MGD.

Permit Review
In the current permit, the facility received technology based limits for BOD and TSS.
Issues with current permit:
• Check ammonia toxicity — The summer ammonia limit is 20 mg/L and there is no
winter ammonia limit.
• Dissolved oxygen - There is no limit for dissolved oxygen in the current permit.
• In the current permit the facility is only required to monitor the effluent from the
facility. This may be due to the fact that this is not a municipal facility so the 80%
removal efficiency is not required for this facility. Check on this.
• Ammonia monitoring is weekly. Check to see if 2/month is appropriate.
• Remove in -stream conductivity measurement.
• There is no toxicity test requirement. Check on this.
Permit File Review
Carolina Village Mobile Home Park operates a 0.09 MGD contact stabilization
wastewater treatment plant in Cabarrus county. The treatment plant services 260 mobile
homes and the untreated influent is 100% domestic. The facility is a Class II facility.
The treatment plant consist of the following unit:
• Influent lift station

• Re -aeration basin
• Clarifier

• Tablet chlorinator with contact basin

The facility discharges treated wastewater into Rocky River, which has a stream
classification of C. The site is located in subbasin 03-07-11 in the Yadkin -Pee Dee River
Basin. Approximately, 300 feet upstream of the discharge location, another NPDES
individual permit holder (NC0047091) is dicharging treated wastewater into Rocky
River.

Engineering Alternatives: The facility should conduct an engineering alternatives to
evaluate the feasability of connecting to the Water and Sewer Authority of Cabarrus
County. A sewer line belonging to the Water and Sewer Authority of Cabarrus County
lies within 200 feet of the site.
Wasteload Allocation File Review
The wasteload allocation states that the facility choose an ammonia limit in lieu of a
toxicity test. However, the facility has no winter ammonia limit.
The receiving stream has the following characteristics according to the WLA:
• Drainage area = 86.2 mi2
• Average stream flow = 103 cfs
• s7Q 10 = 6.9 cfs
• w7Q10 = 13 cfs
Silver Maple Mobile Home Park is located 300 feet upstream of the outfall and has a
permitted discharge of 0.04 MGD. It is probably worth investigating the possiblity of
adding both of these dischargers to the Water and Sewer authority.

DMR Review - These violations represent the violations of monthly average limits,
not daily maximum.
The facility has violated their flow limit 9 times, BOD limit 2 times, TSS limit once,
ammonia limit once, and fecal coliform limit once over the past four years.
Basin Plan Review
The Rocky River has been rated as Partially Supporting for fecal coliform and
sedimentation. The recommendation is that new or expanding dischargers receive BAT
limits. The facility is not requesting an expansion in flow, therefore the established limits
will remain in effect. However, there is a realistic possibility that connection to a sewer
connection is viable. This would eliminate an oxygen consuming waste discharger from
the river.
According to the December 7, 1998 memo, from Steve Pellei, the facility will be required
to monitor N and P, quarterly.
General Comments
To encourage the facility to connect to the sewer line the permit (Draft cover letter and
final permit cover letter) should contain language requiring an engineering alternatives
analysis.

5. Directions to Site: From the junction of Poplar Tent Road (SR 1394) and Pitts School Road
(SR 1305) in western Cabarrus County, travel southeast on SR 1305 approximately 2.15
miles to the junction with Plantation Road (SR 1583). A sign marks Silver Maple Mobile
Estates, which shares the entrance with Carolina Village Mobile Home Park. Turn right onto
SR 1583 and proceed about 0.15 mile. Turn left onto Lancaster Street and proceed about
0.25 mile. Turn left onto Monroe Court; the facility is located at the end of Monroe Court
approximately 0.35 mile from the junction of Lancaster Street and Monroe Court.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Carolina Village MHP, is applying for renewal of its permit to discharge
treated domestic wastewater. It should be noted that a sewer line belonging to the Water and Sewer
Authority of Cabarrus County is within 200 feet of this facility.
During the site investigation the wastewater treatment plant appeared to be in good
operational conditions.
It is recommended that the Permit be renewed as requested by the applicant. We would
suggest that the Mobile Home Park connect to the nearby area -wide sewer.
