Attn: Bill Bland 120 F Weathers Street Yourigsville, NC 27596 Subject Property: Arch Aluminum REQUEST FOR MORE INFORMATION (STORMWATER MANAGEMENT PLAN) - EXPRESS REVIEW Dear Mr. Bland: On November 20, 2007, the Division of Water Quality (the "Division") received some of the additional information requested to accompany your stormwater management plan for the above-referenced project. The DWQ has determined that this information is still incomplete. Please provide the additional information requested below in order to continue review of your project and to prevent denial of your application as required by 15A NCAC 2H .0506: Additional Information Requested Wet Detention Pond a. Please be advised that the DWQ cannot accept this as a wet pond/wetland system. The proposed BMP is completely a wet pond, and stand-alone wet detention pond does not meet the 30% TN and 30% TP treatment levels required for a site draining to NSW watershed. Therefore, the wet detention pond must either be combined with another BMP, or replaced with an appropriate BMP (such as a constructed wetland or bioretention area) in order to meet the nutrient removal requirement. Please refer to the following site for more information http:/lh2o.enr. state.nc.us/ncwetlands/documents/SMPRequirementsforApplicantsotherthanN CDOT.pdf 2. Diffuse Flow , a. The exit velocities of 3.00 ft/s and 8.86 ft/s, corresponding to flow rates of 5.32 ft /s and 15.66 ft3/s respectively, are considered erosive. Please take this into consideration, and redesign outlet structures such that non-erosive velocities (<2.0 ft/s) can be attained from the new BMP. Please respond within five (5) days of the date of this letter by sending two (2) copies of the above information in writing. The Express Review Program is a process that requires all parties to participate in a timely manner. 401 Oversight I Express Review Permitting Unit 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 2321 Crabtree Boulevard, Suite 250, Raleigh, North Carolina 27604 Phone: 919-733-17861 FAX 919-733-68931Intemet: http://h2o.enr.state.nc.us/ncwetlands Nye Carolina tura!!y An Equal OpportunitylAffirmative Action Employer-50% Recycledl10% Post Consumer Paper Arch Aluminum Stormwater Management Plan Page 2 of 2 November 21, 2007 This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
