(LaBella) is providing this letter report documenting activities associated with the characterization of dried sludge material located at the City of Hickory Northeast Wastewater Treatment Plant (WWTP). The material is reportedly being removed as part of facility construction. Catawba County retained LaBella to collect samples of the material for metals analysis using the Toxicity Characteristic Leaching Procedure (TCLP). The following is a brief discussion of field activities and laboratory analytical results. Table 1 (attached) summarizes the location of each grab sample collected as part of sampling activities. Field Activities On June 7, 2023, LaBella personnel collected samples of the dried sludge material for TCLP metals characterization. The sampling protocol was developed based on a Standard Operating Procedure (SOP) provided to LaBella by Catawba County. The area to be sampled ("Basin 3") had previously been divided into three roughly equal -sized areas by another consultant. Ten (10) soil borings were advanced within each of the three subareas in a generally evenly spaced pattern. Table 1 summarizes the coordinates of each boring location. Each boring was advanced via hand auger to the estimated bottom of the sludge material (generally about 2 feet below ground surface (bgs)). A grab sample of the sludge material was collected from each boring and placed into a quart -sized reclosable bag and homogenized by hand pressure. The ten grab samples collected from each subarea were then emptied into a stainless -steel bowl and mixed until homogenized. Once the material was thoroughly mixed, two composite samples were collected from the bowl into laboratory - supplied glassware, labeled, and stored on ice for shipment to the laboratory under chain -of -custody control. This process was repeated for each subarea for a total of six composite samples (ES-1, ES-2, MS-1, MS-2, WS-1, WS-2). The six composite samples were transported via overnight express to Analytical Environmental Services, Inc. of Atlanta, Georgia for analysis of TCLP metals using USEPA Methods SW1311/601OD/7470A. Results and Conclusions Lead was detected in four of the six samples (MS-1, MS-2, WS-1, and WS-2) at concentrations ranging from 0.0818 to 0.527 milligrams per liter (mg/L). These concentrations are below the characteristically hazardous limit for lead of 5 mg/L. Based on these results, the dried sludge material is not a hazardous waste based on metals content. We appreciate providing this service to Catawba County.
