DIvision of Water Resources INSTRUCTIONS FOR FORM CSA 04-16&SUPPORTING DOCUMENTATION
Documents shall be prepared in accordance with 15A NCAC 02T .0100, 15A NCAC 02T .0400, and all relevant
Division Policies. Failure to submit all required items will necessitate additional processing and review time.

General - When submitting an application to the Municipal Permitting Unit, please use the following instructions as a
checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided
boxes will help produce a quicker review time and reduce the amount of requested additional information.
The Applicant shall submit one original and one copy of the application and supporting documentation.
The copy may be submitted in digital format.
A. Cover Letter
Submit a cover letter listing all items and attachments included in the permit application package
B. No Application Fee Required
> No application fee is necessary. The permittee will be billed an annual fee upon issuance of the permit

C. System-Wide Wastewater Collection System (FORM: CSA 04-16)Application:
g- Submit the completed and appropriately executed System-wide Wastewater Collection System (FORM: CSA 04-
16) application. Any unauthorized content changes to this form shall result in the application package being
returned. If necessary for clarity or due to space restrictions, attachments to the application may be made, as long
as the attachments are numbered to correspond to the section and item to which they refer.
If the Applicant Type in Section I.3 is a Privately-Owned Public Utility, provide the Certificate of Public
Convenience and Necessity(CPCN)from the North Carolina Utilities Commission demonstrating the Applicant is
authorized to hold the utility franchise for the area to be served by the wastewater collection system, or
Provide a letter from the North Carolina Utilities Commission's Water and Sewer Division Public Staff stating an
application for a franchise has been received and that the service area is contiguous to an existing franchised area
or that franchise approval is expected.

business with the North Carolina Secretary of State.

Mike Criscoe is the ORC with Trevor Kiser as the back-up.Both are contracted directly with Criscoe and Associates.Both
contractors report directly to the Town Manager(Clint Mack)with daily maintenance and repairs coordinated with the Town
of Robbins Maintenance Chief(Roger Sturdivant). Robbins also contracts with Wooten Co.directly for collections related
planning and funding initiatives.

BUDGET ORDINANCE
FISCAL YEAR 2023-2024
AN ORDINANCE ADOPTING THE ANNUAL BUDGET AND SETTING THE TAX RATE FOR THE TOWN OF ROBBINS
FOR FISCAL YEAR 2023-2024.
WHEREAS, Article 3 of Chapter 159 of the North Carolina General Statures (NCGS) requires local governments in North
Carolina to adopt ordinances establishing an annual budget, in accordance with procedures established in said Article 3, and
WHEREAS, the Robbins Board of Commissioners, following a public hearing as required by law has considered the proposed
annual budget for the Town of Robbins for the 2023-2024 Fiscal year,
NOW, THEREFORE BE IT ORDAINED AND ESTABLISHED by the Commissioners of the Town of Robbins, in its Regular
Business Meeting assembled this 8th day of June 2023 as follows:
Section 1. General Fund Revenues: It is estimated that the following revenues will be available in the General Fund for this
fiscal year beginning July 1, 2023, and ending June 30, 2024:

heretofore approved for the Town:

Section 5.Ad Valorem Tax Levy: There is hereby levied a tax rate at the rate of seventy-one cents($0.71) per one hundred
dollars ($100)valuation of property, ($92,184,764.00)as listed for taxes as of January 1, 2024,with a collection rate of(99%).
Section 6. Motor Vehicle Fee: There is hereby levied a fee of ten dollars ($10.00) for each vehicle in within the Town of
Robbins, as authorized by North Carolina General Statute 20-97, for the purpose of raising the revenue listed as "Motor
Vehicle Fee Revenue" in Section 1 of this ordinance. Under North Carolina General Statute 20-97, five dollars ($5.00) is
available for any lawful purpose and the remainder is to be spent on street and transportation improvements, as defined by
state statute.
Section 7. Enterprise Fund Expenditures:The Town Manager is hereby authorized to transfer appropriations as contained
herein under the following conditions:
• May transfer amounts between line-item expenditures within a department without limitation and without a report
being required.
• May transfer amounts up to$10,000.00 between departments, including contingency appropriations,within the same
fund. Must make an official report on such transfers at the next regular meeting of the Town Commissioners.
• May not transfer any amounts between funds, except as approved by the Board of Commissioners, in the Budget
Ordinance as amended.
Section 8. Contracting Limitations: The Town Manager or designee is hereby authorized to execute the necessary
agreements with funds included in the Budget Ordinance for the following purposes:
• Purchase of apparatus, supplies, and materials where formal bids are not required by law;
• Leases of normal and routine business equipment;
• Construction or repair work where formal bids are not required by law;
• Consultant, professional, or maintenance service agreements up to an anticipated contract amount of$25,000.00
• Agreements for acceptance of Local, State, and Federal grant funds; and
• Grant agreements with public and non-public agencies.
Section 9. Other Matters: Copies of this Budget Ordinance shall be furnished to the Clerk to the Governing Board and to the
Finance Director to be kept on file by them for direction in the disbursement of funds.
Section 10. Fee Schedule: The Annual Fee Schedule, which is attached to this ordinance, sets all fees authorized to be
charged by the Town of Robbins goods, services or other functions provided by town personnel, equipment, including
consultation and such actives; and, is hereby approved.
Section 11. Invalid or Unconstitutional Portions of This Ordinance: Should any section, paragraph, sentence, clause or
phrase of this ordinance be declared unconstitutional or invalid for any reason, the remainder of said ordinance shall not be
affected thereby.
Section 12. Effective Date: This Ordinance shall be and the same hereby is effective for the period beginning July 1,2023
and ending June 30, 2024.

5) The following is the order of operations following reported overflow/spill:
a. Ensure overall system is restored to proper operation.
b. Remove all visable solids, paper, and debris.
c. Completely sanitize all ground areas affected by the spill.
d. Restore sourounding by ranking,tilling, and covering with chemical lime.
6) The ORC/Permitee shall report spill to the Fayetteville Regional Office at 910-433-
3300 or fax 910-486-0707 as soon as possible not exceeding 24 hours after the spill or
otherwise on the first knowlwde of a occurrence of either of the following:
a. Any SSO over 1,000 gallons
b. Any SSO (regardless of volume),that reaches surface water.
7) Sources of Emergancy Funds:
a. Any needed funds to suport a spill will be classified as a town emergency
therfore, any Capital Outlay or redesignation on unassighned fund for the General
Fund will be used and immediately by reported to the town board of
commisioners.
b. If spill is result of a crtitical infrustucture failure,the Mayor and Manager will
contact FEMA regianl office for further mergency support.

Goal Statement:
The continued goal of our three (3)year Contingency Plan is to ensure the proper and compliant
operation of the town's collection system through leveraging organic as well as outside sources
of funding to continue building capacity and capabilities, whether being through equipment
upgrades or personel hiring/training.
The Town of Robbins is commited to succesfully providing collection services by completing
the 2023 state funded Sewer AIA. The Sewer AIA will prescribe additional insight to priorities
of maintanence and capital improvements. Currently, Robbins has made substanial operational
progress by integrating a digital utilities management program(Infraforce)to track preventive
maintance,work orders, and other problem areas. The town has also completely upgraded it's
Main Pump Station and Headworks Assembly totaling a$2.2 million project in 2021. Along with
the Sewer AIA analysis provided by Wooten Co., we continue to improve by:
• Utilizing technical experts and resources to address reoccuring collections issues.
• Monitor and maintain proper Main Pump Station operation through a regimented PMCS
schedule.
• Quarterly system"line cleaning days" scheduled to maintain consistant flow rates.
• Increased emphasis on infrastructure throughout the strategic budgetary process.
• Utilizing the mandated procurement process to purchase quality equipment and supplies
for our system.
• Continue to improve and upgrade the WWTP through replacement in-line pumps,
chemical feeder systems, and screens.
