I just re-read Bethany's email it sounds like they are ok with the change from Melissa to Jeffrey if Melissa was the
previous FRO. Since the financial responsible entity has not changed I can update the email to reflect Jeffrey on
our end. Bethany let me know if you do need a new approval letter. If that is the case then yes Daron you would
have to fill out a new FRO.

To make things less confusing, NCDPS & NCDAC are now(2) separate agencies and at one time, they both were under
one agency. I could (baron Blount) remain as the legally responsible individual for the NCG01 permit for the duration
of the project. Between Mr. O'briant and me,we'll ensure that we(NC DPS)will adhere to all NC DEQ inspections
requirements, payments, etc. We could keep the NCG01 eNOI application as is . Let me know whether this is
acceptable or not.

It sounds like you are trying to update the FRO for the E&SC Plan. You will need to reach out to the DEQ Office that
approved the E&SC Plan to update that individual. I have copied a contact in that office who can direct you further
—Penny Markle.
Was Melissa Earp the financially responsible person when the NCG01 was applied for? Normally we look for
consistency between that individual for the E&SC plan and our NCG01 eNOI application. In this case, Daron
Blount was entered as the legally responsible individual for the NCG01 permit, and that's why I'm asking. Was that
correct, or was that a different person than the original FRO for this E&SC project? If Melissa should be the FRO for
this project now, it is appropriate for us to update the NCG01 legally responsible person to her as well.
