Aluminum Sulfate coagulation followed by flocculation, sedimentation, filtration, primary
disinfection, fluoridation, pH adjustment, chloramination and finished pumping.
8. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
The wastewater treatment process is a physical/chemical process by the utilization of two (2)
settling lagoons. Wastewater is generated through the filter backwashing process and the
sedimentation process. After settling, clear water is pumped over a ridge and into the Great
Alamance Creek. Calcium Thiosulfate is used as a dechlorinating agent when discharge pumps
are operating to maintain Ultra Low Levels of chlorine in the discharge stream. No domestic
sanitary sewage of any kind is included in this wastewater treatment process.

Date: November 16, 2015
Sludge at the water treatment plant is generated by both the filter backwash and
sedimentation process. The treatment plant has two (2) settling lagoons where water plant
sludge is stored. Each Lagoon is approximately 1.15 Acres and can hold approximately
4,000,000 gallons of wastewater. Wastewater is stored in the lagoons where the denser
sludge settles to the bottom and clear water supernatant is dechlorinated and pumped
back into the Big Alamance Creek.
The treatment plant participates in a land application sludge management program under
non-discharge permit number W00000520 issued by NCDENR/DWQ to the City of
Burlington. Thickened sludge can be combined with wastewater plant biosolids for land
application, or applied directly to farmland. This material is not derived from a biological
process and, as such, meets the criteria established by the 503 regulations as a class-A
product.
The sludge management program includes disposal of the water plant sludge
(approximately 1,500,000 gallons in 2014 and 3,300,000 gallons in 2015) on participating
farmland. Although permitted farmland is not required for disposal of this class-A material,
the logistics of our recycling operations often involve applying this material to permitted
farmland under our wastewater treatment plant biosolids program.
The City has permitted 3,502.70 acres for its sludge management program.
The City contracts with a biosolids management company to perform the site applications
and assist with record keeping and reporting. Annual reports of our class-B operation are
submitted to the USEPA and the NCDWR.

Operations and Maintenance Plan

Operational Functions
The operational function of this program will involve permit compliant Class A residuals that are
land applied to permitted and non-permitted sites by our hired contractor, EMA Resources.
These residuals will be applied at agronomic rates that will be determined by RYE. These
residuals will be spread as a liquid at consistent spread patterns by trained EMA employees.
Signed Land Owner Agreements will be in place before an application event occurs. There will
also be a Utilization Agreement in place between the City of Burlington and EMA Resources
Safety Measures
EMA Resources has a safety program in place in which employees participate in quarterly safety
training that is designed to address various safety issues and practices to help prevent
accidents. All EMA employees have the authority to stop operations if they think any aspect of
the operation is going to cause environmental or personal injury. The ORC or his designee can
suspend operations if there is a condition that warrants such action. The City of Burlington's
Water Resources Dept. has an established Safety Program in place that involves yearly training
and employee interaction.
Equipment Maintenance Schedule
EMA Resources employees will follow the maintenance schedule that is recommended by their
fleet manager or site manager.
Sampling
The City of Burlington will collect all permit required Class A residuals samples and send these
out to contract laboratories for analysis. Samples will be scheduled and collected by the
Residuals Management Coordinator (ORC) or a designee to conform to event hauling. All

records generated from sampling will be maintained by the Residuals Management Coordinator
and forwarded to EMA Resources when needed.
• Nutrient and Metal samples will be collected based on event volume hauled. One
sample will be collected prior to application. The other three samples if needed will be
collected during the event.
• A TCLP will be collected once per year prior to application.
• Fecal samples will be collected prior to application and run by the City of Burlington
Laboratory to ensure Class A status.
All soil samples from application sites will be collected by EMA Resources personnel and sent to
contract laboratories for analysis. This data will be tracked and shared with the Residuals
Management Coordinator for future application purposes.
Inspection Plan
Inspections of the Land Application fields will be conducted on a weekly basis or as deemed
necessary by the ORC. Prior to an application the following will be verified by the ORC or EMA
Resources.
• Verify that all permit required sampling has been completed.
• Notify DENR by phone (Winston Salem Regional Office 336-771-5000) or email, 24 hrs.
in advance of a newly scheduled application event.
• Calculate PAN and check RYE of each field before operations begin to determine
application rates.
• Check that all manned equipment contains a copy of the Spill Control Plan, DENR
Permit, and Operations and Maintenance Plan.
• Verify that the Application Field Log is correct and that spreader operators are aware of
any special circumstances at the site.
• Verify that a Land Owner Agreement form has been completed prior to application
• Check that all flagging and buffering adheres to site application maps or permit required
buffers.
• The ORC will keep a record of all site inspections.
The ORC or his designee will report by telephone to the Winston Salem Regional Office as soon
as possible but no later than 24 hrs. after or the next working day following the occurrence of

• Any occurrence with the land application program which results in the land application
of significant amounts of waste which are abnormal in quality or characteristics.
• Any failure of the land application program resulting in a release of residuals to
receiving waters.
• Any time that self-monitoring information indicates that the facility has gone out of
compliance with the conditions and limitations of the permit or the parameters on
which the system was designed.
• Any process unit failure, due to known or unknown reasons that render the facility
incapable of adequate residual treatment.
• Any spillage or discharge from a vehicle or piping system during transportation of
residuals.
Emergency Response
For any emergency that requires immediate reporting (discharges to surface waters, imminent
failure of a storage structure) outside of the normal business hours must be reported to
NCDENR at 1-800-662-7956, 1-800-858-0368 or 1-919-733-3300
Persons reporting such occurrences by telephone shall also file a written report in letter form
within 5 days following first knowledge of the occurrence. This report must outline the actions
taken to remedy the area affected by the discharge and actions taken to avoid future
reoccurrence.

Special Conditions
• Direction of nozzles on spreader pull tankers will point in a downward manner.
• As directed by the City Of Burlington City Council, application within .25 miles of a public
school is prohibited.
• The City of Burlington Residuals Management Coordinator will schedule which sites to
apply Class A residuals to.
