Dear Mr. Mitchell:
On April 4, 2024, a site inspection was conducted for 135 Random Dr, Stanly County,North Carolina. A copy of
the Compliance Inspection Report is enclosed for your review. Mr. Bryan Patterson, the facility's Environmental
Manager, and Mr. Chris Wall, were present during the inspection and their time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG050450. Permit coverage authorizes the discharge of stormwater from the facility to receiving
waters designated as Town Creek, class C waters in the Yadkin Pee Dee River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG050450 permit.

the inspection.

Inspection Summary:
A compliance inspecton was completed for Southern Pipe Inc on April 3, 2024 at 9:30 AM. Kathryn Peterson and Stephanie
Landers completed a full compliance inspection in addition to responding to the facility's representative outfall request. Brian
Patterson and Chris Waller were present during the inspection. The facility requests that outfall 001 may be represented by
outfall 002.
The site is marked in compliance. However, there were a few documentation issues within the SWPPP. Employee training
has not be documented since 3/24/2022, an illicit discharge evaluation has not been documented since 9/20/2022,the list of
signifanct spills over the past three years is missing 2023 and the beginning of 2024,and the SWPPP itself has not been
updated since 9/20/2022. All of these items should be documented/updated/evaluated annually.
It is recommened that the ROS request be granted after documentation of the above is received, in addition to the sample
results from Q1 of 2024 for the facility's analytical monitoring requirement. Please send the required documentation to

Comment: The SWPPP has not be updated since 09/20/2022, employee training has not been
documented since 3/24/2022, and the list of significant spills only includes 2019-2022. The
SWPPP and employee training needs to be reviewed/completed annually. The significant spill
list should include all spills from the past three years; if no spills have occured, document this
accordingly. Mr. Brian Patterson will send updated SWPPP documentation, updated employee
training records and an updated spill list to kathryn.peterson(a,deq.nc.gov as soon as possible.
