This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0031396. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Reconnaisance Inspection Report". The following operational issues were identified during the inspection that need to be addressed during system startup: • Permit Condition III.16: The turbidity and flow meters were calibrated over a year ago and will need to be calibrated again prior to system use. Note that the actuating valve that diverts flow to the upset storage tank still needs to be calibrated and tested for functionality. Tim Barbee (WW contractor), Jose Rosado (site developer), Jack Minski (owner), and Jorge Cadena (property owner) were on-site to assist with the inspection. After an initial start-up inspection in July 2022, multiple issues were noted and corrected, and the permit was modified from construction-only to operational (issued March 2023). At the time the permit was issued, the system was mostly operational. For the past year, Environmental Inc. has been performing weekly site visits, but no wastewater has been flowing through the WWTP. One residence is nearly fully constructed and will be connecting to the WWTP in mid-May of this year. The following items were noted during the inspection: •The drip system was repaired a full year ago and will need to be monitored during system startup to ensure there has been no additional damage in the last year that might lead to ponding/runoff from the drip fields during dosing cycles. Tim Barbee will be performing quarterly site visits to assist Environmental Inc. with the drip fields. •Per permit condition II.7, a moisture sensor has been installed on the outside of the treatment building to prevent dosing during precipitation events or wet conditions. •The back-up generator was repaired, and it is recommended that a service provider is contracted to ensure the generator is adequately maintained and topped-off with fuel. •The WWTP is furnished with an auto-dialer, but it should be noted that the unit is not connected or functional. •The chemical injection unit that was furnished with the WWTP is not in use and, after consulting with an engineer, there are no plans to utilize it moving forward. •Baseline groundwater sampling was performed in July 2022, and groundwater sampling will be required moving forward, per permit requirements. The ARO will perform a full inspection in Fall of 2024, in coordination with Tim Barbee and Environmental Inc., to ensure all system components are fully operational.
