HomeMy WebLinkAbout20240512 Ver 1_BR-0004_NWP6_Attachments_20240404Boring Plan Subject: Application for the Nationwide Permit 6 (NWP6) for borings located within environmentally sensitive, wetland areas for Bridge No.66 on US 264 Over Pungo River HDR is under contract with NCDOT to perform the requested subsurface investigation for the bridge replacement project on US 264 over the Pungo River. There are total of nine (9) borings HDR proposes to be completed under this permit. The following is a summary of methods and equipment used for the explorations include: • A track -mounted drill rig will be mobilized to the site for the roadway and bridge end bent borings located on the west and east of the proposed alignment. See Attachment 2: Drill Rig Photo, of similar size/type of the rig proposed on this project. Each track width is approximately 18-inches wide x 10-feet long, but we are proposing the width to be affected is 6 feet wide paths. Access locations are proposed in Attachment 1: Boring Location Plan. The rig has four stabilizing jacks, approximately 6 inches in diameter and will be used to level the rig and provide stability during drilling. A 3-inch diameter casing inserted into the ground will be used to advance the borings. On land, this track -mounted drill rig will be used to access and advance four (4) borings. The exploration locations are proposed in Attachment 1: Boring Location Plan. This drill rig will advance temporary casing and perform Standard Penetration Testing (SPT) within the casing at each location. • On water, the remaining five (5) borings for the proposed interior bents will require the use of a floating aluminum barge that will be spudded into the mudline during drilling. A drill rig placed on the barge, will advance temporary casing, and perform SPTs within the casing at each location. The barge will be secured below the mudline with four (4) spuds that are 3-inches diameter steel pipe. The casing to advance the boring is also a 3-inch diameter steel pipe. See attached Attachment 2: Barge Photo of the similar size/type proposed on this project. The proposed boring location plan and proposed access path in the wetlands are attached. Drill rig photos are attached herein. The track -mounted drill rig applies low pressure with minimal disturbance. The following response is provided in accordance with Section 7 of the Endangered Species Act (ESA) of 1973, as amended (16 U.S.C. 1531-1543). According to information provided, eastern black rail surveys were conducted at the project site in May and June 2021. No eastern black rails were encountered. Based on the survey results and other available information, the Service concurs with your conclusion that the proposed action may affect, but is not likely to adversely affect the eastern black rail. Regarding the West Indian manatee, NCDOT has committed to implementing the USFWS Guidelines for Avoiding Impacts to the West Indian Manatee: Precautionary Measures for Construction Activities in North Carolina Waters. Based on this commitment and other available information, the Service concurs with your conclusion that the proposed action may affect, but is not likely to adversely affect the West Indian manatee. As stated in your letter, the northern long-eared bat (Myotis septentrionalis) and tricolored bat (Perimyotis subflavus) have been previously addressed through a Programmatic Biological/Conference Opinion. We also concur that the action will have no effect on all other federally listed species. We believe that the requirements of Section 7(a)(2) of the ESA have been satisfied. We remind you that obligations under Section 7 consultation must be reconsidered if. (1) new information reveals impacts of this identified action that may affect listed species or critical habitat in a manner not previously considered in this review; (2) this action is subsequently modified in a manner that was not considered in this review; or (3) a new species is listed or critical habitat determined that may be affected by this identified action.
