Dominion Energy North Carolina (Dominion Energy) is pleased to submit the enclosed Pre -
Construction Notification and Preliminary Jurisdictional Determination Request for a rebuild
project on Transmission Line (TL) 2021 230kV Rebuild in Camden, Currituck, and
Pasquotank Counties, North Carolina Line 2021 extends approximately 10.3 miles between the
Shawboro Substation in Currituck County and the Elizabeth City Substation in Pasquotank
County and has been identified as approaching its end -of -life.
As TL 2021 approaches 50 years of use, industry guidelines indicate the equipment life for
porcelain insulators, conductor, and connections are expiring. Therefore, the proposed project is
necessary to provide reliable electric service to Dominion Energy customers. The project appears
to meet the terms and conditions of Nationwide Permit 57 from the U.S. Army Corps of
Engineers.
