Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Rebuild Project occurs within a cleared and maintained right of way (ROW), while the surrounding areas are considered either agricultural or forested. 4b. Explain the purpose of the proposed project:' Transmission Line 2021 contains wooden structures dating back to 1975 with only minimal replacements due to woodpecker damage being made in recent years. As the line approaches 50 years of use, industry guidelines indicate the equipment life for porcelain insulators, conductor, and connections are expiring. The activities proposed in this application are necessary so that Dominion can continue to provide reliable electric service to its customers, consistent with Dominion's own Transmission Planning Criteria. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: Line 2021 extends approximately 10.3 miles between the Shawboro substation in Currituck County and the Elizabeth City substation in Pasquotank County and has been identified as approaching its end -of -life. The existing Line 2021 crosses the Pasquotank River between structures #2021/26 and #2021/27. Due to the project being a rebuild, the exclusion of in -water work, and the increase in structure height clearance, Section 408 Permission from the Corps' Norfolk district is not required. This was confirmed by Katy Damico, Section 408 team Lead and Project Manager within the Norfolk District via email dated August 5, 2023. Impacts to water in the Corps' Wilmington district are determined; Section 404 and Section 10 permits are being coordinated with Anthony Scarbraugh. It has been determines that Coastal Area Management Act (CAMA) coordination is not required as there are no new structures being installed in water. Bucket trucks and cranes will be used to access and bring materials to the Project Area, timber mats will be used within wetlands, and drill rigs will be used for drilling structure foundations. 5. The majority of the work involves the replacement of existing structures within the same footprint, with minor impacts at these locations. The linear location of the structures is dictated by the height and other requirements of the structures. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Matting is being proposed to avoid permanent fill in wetlands and vibratory caissons will be installed between structures 2021/1 - 2021/25 to further minimize impacts. 2.
