Box 816 Yadkinville, NC 27055 SUBJECT: 2023 Residuals Annual Report Review Yadkinville RLAP Permit No. WQ0001800 Yadkin County Dear Mr. Swaim: On April 1, 2024, Division of Water Resources staff Caitlin Caudle completed a review of the 2023 residuals annual report for the Yadkinville RLAP program. This review reflected compliance with the subject permit. The following items of concern were noted: Per Permit Condition 111.3, the Permittee shall notify the Winston Salem Regional Office at least one business day in advance of conducting any land application activity. All land application notifications can be directed to Caitlin Caudle at caitlin.caudle(a)deg.nc.gov or 336-776-9699. The Realistic Yield Expectation (RYE) Plant Available Nitrogen (PAN) recommendations were reported incorrectly for fields YK-08-06, YK-09-01, YK-33-02, and YK-33-03. Staff have no concern for overapplication. Per Permit Condition 11.10, residuals and other sources of PAN shall not be applied in exceedance of agronomic rates as determined by the NC State RYE database. Moving forward, be sure the most recent PAN value is used. The owner for Field YK-33-01 was reported incorrectly based on the most recent Attachment B. Based on available records the property owner has not changed. Moving forward, be sure to list all owner/operator information correctly. TCLP is only required 1/permit cycle. • A mineralization rate of 0.4 was used for the WTP PAN calculation. • Fecal samples were collected on 2/7/23. 38% VS reduction was sampled on 2/1/23. • Lime was applied to fields YK-33-03, YK-35-01 and -02 on 11/30/23 and 1/5/23 respectively.
