Concerning the culvert that was placed in the stream for the access road: he said that Rachael had checked and the stream that the culvert was placed in was not designated as a jurisdictional stream on the JD that the USACE did for the Moncure Holdings property. It therefore did not require a 404 permit. I asked Glenn to send me the coordinates of where the culvert was placed so that I can verify that it was not placed in WOOS. Craig Craig J. Looks like there was a discharge of Stormwater into one of the streams on the Moncure Holdings (rail spur) property. Green Meadow, LLC is being cited by Land Quality for having no Sedimentation and Erosion Control plan for this "land -disturbing activity." The report is attached.
