DUKEDuke Energy "2 ENERGY. McGuire Nuclear Station ` " 12700 Hagers Ferry Road Huntersville,NC 28078 December 7, 2015 Mr. Jeff Poupart, Chief Water Quality Permitting Section NC DEQ Division of Water Resources 1617 Mail Service Center Raleigh, North Carolina 27699-1617 Subject: McGuire Nuclear Station RECEIVED/DENROWR NPDES Permit No. NCO024392 Mecklenburg County DEC • 9 2015 Certified Mail: 7010 2780 0000 7412 4397 Water Quality Permitting Seatlon Dear Mr. Poupart: On June 3, 2015, the Division provided a draft NPDES permit for our review. In a letter to the Division dated June 29, 2015, Duke Energy expressed concerns about several aspects of the draft permit which included Thallium monitoring and effluent limitations. As discussed with Division staff, additional.monitoring for Thallium has been conducted on both the surface waters in the vicinity of the McGuire cooling water intake and the cooling water discharge (Outfall 001). Intake samples were conducted as grab samples. Effluent samples were initially sampled as grab samples (first two sampling events) but were sampled as composite following consultation with the Division. All samples except one were split with a certified external laboratory. A sampling location map and analytical results from both Duke Energy and Pace Laboratory are included as enclosures. Table 1 is a summary of the analytical results from the sampling activities. If the Division believes that monitoring and/or an effluent limit for Thallium is necessary, Duke Energy would appreciate the opportunity to meet with you and other appropriate staff to discuss this matter in greater detail.
