Hello, Brad.
Please see my responses to your RFAI below. I will also upload the attached revised
PCN, with associated attachments, to the DWR's electronic submittal portal, which will be
received in your office as a new submittal of previously submitted PCN.
1. In section 5 there is a statement that the JD was last verified in 2011, the Corps
reverified this line in 2022.
The PCN has been revised to reflect the correct reverification date (see attached).
2. 1 believe the profile view drawing shows a retaining wall but it is not consistently
labeled through the site plan.
The profile drawing has been revised to clearly identify the retaining walls across the
site (see attached)
3. There are no cross-section drawings of the fill impacts. Cross-section drawings
should be provided for each fill impact unless typical drawings can be used for similar
impacts.
Cross sections have been included with the updated site plans (see attached).
4. At impact PI-1, why are there wetland impacts behind what is presumed to be a
retaining wall?
The wetland impact shown behind the retaining wall is needed for outlet protection
(rip rap) form Wet Pond #1's outfall pipe which discharges at that location.
5. The Corps would like to see a cross section behind all building that are platted right
up to the wetland line such as A and A10. There are no retaining walls so it would
seem reasonable the fill slope necessary for foundation construction would extend
into the wetlands.
A cross section has been provided for Lots A8-Al1 (see attached).
6. Will there be no temporary impacts for the construction of the retaining walls?
Eric Damstrom (wall installer) confirmed no additional impacts are necessary to
construct the retaining walls (see attached email chain).
7. The Corps sees that this project has shown up on the State's Reasonable Period of
Time spreadsheet therefore it is assumed an Individual Certification (IC) is being
processed. The Corps will not be able to issue the verification until the IC is issued
and coordinated with the EPA.

On another note, I also included the updated USFWS Official Species List as part of
this submittal.
It is my hope that the information found within and attached to this email will complete
the application and processing of the request to utilize NWP 18 can commence.
However, should you need additional information or have further questions, please do
not hesitate to call.

After a review of the package received March 1, 2024 the following items are needed for the
application to be considered complete and ready for processing:
