Winston Pointe Phase 3C,D,E,F and G is located on the south side of Winston Road (SR
1550) and west of Amelia Church Road. Stormwater and Erosion Control permits have
been issued by the Town of Clayton and State 401(DWR #20041488-v9) and USACOE
404(SAW-2021-02303) have been issued. Sanitary sewer system will be gravity and
owned/maintained by Carolina Water Service. 8 inch sewer mains composed of either DIP
or PVC will gravity to an existing Johnston County main as shown on the attached USGS
map (in this package). Project will consist of 334 Single Family Homes with 4 bedrooms per
unit for a total of 100,200 GPD.

Proposed Improvements and Flow Table
The proposed development of the land will be for a Single-family Residential
Subdivision. The Subdivision will consist initially of 334 4-bedroom units with the
installation of utilities to accommodate the demands of the project.
The proposed gravity system will consist of 12 LF of 81nch DIP and 19,873 LF of 8"
PVC. The sewer system will tie into an existing manhole (located southwest of the
project) with an existing 8inch gravity sewer line downstream. The design and
placement of the existing 8-inch gravity line was installed to accommodate future
development on this tract. The name of the receiving waste treatment facility is Central
Johnston Co. Regional WWTP. The WWTP Permit No. is BC 0030716. The pump
station immediately downstream from Winston Pointe Ph. 3CDEFG is called Winston
and the permit number is WQ21195Mod.
The following is the anticipated flow:

I Chandra C. Farmer, PE certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Equalization (4.5MG) will be added at the facility and the pumping rate will increase to

This project is expected to be complete.before enough paperflow can be converted to actual
flow to exceed the permitted capacity.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of' over-allocating capacity in the system
infrastructure.
1 understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal

The North Carolina Utilities Commission has received a Notification of Intention to
Begin Operations in Area Contiguous to Present Service Area filed by Carolina Water
Service, Inc. of North Carolina (CWSNC) to provide water and wastewater utility service
to Winston Pointe Phases 3C, 3D, 3E, 3F, and 3G in Johnston County, North Carolina.
The Public Staff is currently reviewing the Application for Certificate of Public
Convenience and Necessity (CPCN)for the Winston Pointe Phase 3A service area, which
is contiguous to the subject service area. The Public Staff will review each of the filings
to determine if it is complete and, if so, whether it is appropriate to recommend that the
Commission recognize the contiguous extension and issue a CPCN. The wastewater
collection system extension permit issued by the North Carolina Department of
Environmental Quality for the subject service area must be included for the filing to be
deemed complete.

you have reached out to INC Utility Commission for an update. Per their letter they need the permit
from you guys to finalize at their end from what I understand.
4. Can you clarify section Le of the FTSE as to why they are using effluent data instead of influent?

15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be

(2) if all required information is not submitted within 30 days, the project will be returned as
incomplete. Any resubmittal of a returned application shall be accompanied with a new
application fee."
