The single-family lot does not border normal high water therefore no work waterward of NHW or coastal wetlands is proposed, only high ground development, which involves filling/disturbing a total of 3,722 sf of 404 jurisdictional wetlands. The septic system for lot 4 (209 Holiday Dr.) has been designed to be constructed on lot 2 (205 Holiday Dr.) with 209 Holiday Lane pumping to lot 2. The applicant did not state if the septic installation on lot 2 would be permitted and constructed through this submittal. 9. NARRATIVE DESCRIPTION: The existing .33-acre tract (14,375sf) currently is an undeveloped lot in Sneads Ferry at 209 Holiday Lane. The property does not extend to the normal high-water contour but does contain coastal wetlands along the southeast corner, 404 jurisdictional wetlands and is within the 575' ORW AEC. The tract is 34' above NHW, has USACOE 404 jurisdictional wetlands and app. 5,700 sf section of coastal wetlands. Per the applicant, they are in the process of applying for a USACOE 404 jurisdictional wetland fill permit. The waters adjacent to the project area are classified as "SA, ORW" by the Division of Water Resources and classified as a Primary Nursery Area. According to the maps provided by the Shellfish Sanitation Section of the NC Division of Marine Fisheries, the waters within this area are conditionally approved/closed to shellfish harvesting. Per the applicant, the bottom floor elevation would be I I' from grade and the peak of the proposed dwelling would be 43.3' above slab elevation. They are also proposing the construction of a driveway and landscaping. The project proposes a BUA of 12.2% for the entire tract. 11. ANTICIPATED IMPACTS: The development would grade, fill and disturb 4,400 sf (.27ac) of high ground with 1,778 sf of BUA within the 575' Estuarine Shoreline AEC. The proposal would disturb/grade/fill a total of Field Investigation Report: Parker Music House LLC DCM Major Permit Page 12 3,722 sf of jurisdictional wetlands for the entire lot. There is no work proposed within coastal wetlands or waterward of NHW at this time. The applicant has not received permits from the USACOE and NC DWR for the jurisdictional wetland fill but did state they were in the process of applying.
