One other problem I ran across as 1. was drafting the permit. The 2006 permit had all the ponds on the
old supplements which were integrated with the O&M agreement. You put Pond #2 on the new
supplement form, but did not provide a new O&M.
I suggest you utilize O&M EZ and put all 3 ponds (Pond 3 as the final build-out condition of Pond 2)
on under o,ie O&M. It only requires one signature.
Alternatively, you can download, fill in and have the County sign the standard O&M agreement just for
Pond 2.
Sorry abcut this oversight. Too much going on.

The corrected BMP is attached.
1.The spreadsheet doesn't round the number entered.If it is more than one decimal place, it shows a truncated value for design
rainfall.The value entered was 1.023 and that is what is shown in the formula bar when you click on the rainfall depth cell.I have
attached the spreadsheet in Excel format so you can see.
2. &3. I had entered the SA/DA ratio instead of percentage because the spreadsheet said"unitless."I changed it to 1.2%and it
corrected the calculated PP area.
4. Changed orifice diameter to 3 @ 0.5".
5.Marked out"average" and entered 5'.

The new supplement you provided has some errors on it-

Dear Mr.Brewer:
The Wilmington Regional Office received and accepted a modified State Stormwater Management Permit
Application for Pender County Government Complex on December 2,2016. A preliminary in-depth
review of that information has determined that the application is not complete. The following information
is needed to continue the stormwater review:
1. 02H.1003(g)(7)—Provide technical information showing final numbers, calculations,
assumptions,drawings and procedures associated with the stormwater management
measures including but not limited to: Built-upon area,runoff coefficients,runoff
volume,runoff depth, flow routing,inlet and outlet configuration(if applicable), and
other applicable information as specified.
a. This project is for the addition of 2,000 sf of built-upon area within the existing Pond
H drainage area. The calculation of the pond's required minimum surface area at
permanent pool is supposed to be based on the proposed condition,i.e.,a DA of
257,695 sf and a BUA of 43,049 sf.It is not accurate to do the surface area
calculation twice-once for the existing condition and once for the proposed 2,000 sf
addition.
b. The calculation of the minimum required volume,however,is a 2-step process,
where the one inch volume associated with the previously permitted BUA of 41.049
sf is added to the 1.5"volume associated with the 2,000 sf BUA addition. After the
new minimum required volume is determined,the design of the pond proceeds
normally.
c. There can be only one supplement form for this pond.Please report all of the post-
development BUA(43,049 sf)on the supplement.For purposes of reporting the
design storm,you can either calculate a composited rainfall depth,or you can list
both the 1"(41,049 sf)and the 1.5"(2,000 sf))depths on the form along with the total
new minimum volume to store and treat.
2. 02H.10080)-Upon completion of construction,the designer for the type of stormwater
system installed must certify that the system was inspected during construction,was
constructed in substantial conformity with the plans and specs approved by the Division,
and complies with the requirements of the rules.
a. Prior to approving additional BUA for Pond 11,please provide the designer's
certifications for both Pond I and Pond II. Although Pond I was certified in 1993,the
2006 permit approved of certain modifications to the outlet structure for Pond I, and
added Pond 11.None of these permitted changes have been certified.
Please remember that a change to one number may have a domino effect on other numbers.Please check
all plans, calculations and forms to ensure that the numbers are consistent throughout.

requested information should be received in this Office prior to February 23, 2017, or the application will
be returned as incomplete. The return of a project will necessitate resubmission of all required items,
including the application fee.
If you need additional time to submit the information,please mail,email or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate the date by which you expect to submit the required information,which shall be no later than 30
days past the original due date. The Division is allowed 90 days from the receipt of a completed
application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement
action pursuant to NCGS 143-215.6A.

Re: Proposed additional area to Stormwater Project No. SW8 910403
Dear Ms. Lewis,
Enclosed are the Stormwater Management Permit Modification application,plans,
specifications,and calculations for Pender County Government Complex. The applicant
wishes to add 2,000 SF impervious surface. The pond was permitted August 91h 2006.
The project area,after close inspection of the topography,was found to have two drainage
areas. The area on the northeastern side of the road is Drainage area#1,this northern part of
the subject property drains to an existing wet pond via an existing swale and culvert. This
modification is for Drainage area#2 is located in the most southern portion of the property,
An existing wet pond was designed,permitted and built in 2006. Since the pond was
permitted in 2006,the 1.0"rate for storm design was used. Two spreadsheets are included:
one showing this rate for the existing pond and another using the rate of 1.5"for the
additional proposed 2,000 SF. The sums of the required areas and volumes have been added
and compared to the existing provided areas and volumes on a separate handwritten
calculations sheet. Two wet detention basin supplements are also added: one showing the
1.0"rate for the existing pond and another using the rate of 1.5"for the additional proposed
2,000 SF. Parts of these worksheets are not applicable to the older pond design,therefore left
blank. The drawing(Fig 2) shows the building location and the existing pond as well as the
surrounding area. Two wet detention basin supplement forms are included: One for the
original impervious surface and one for the additional 2,000 SF. Note these forms are not
complete since there are many items that are not applicable.
A wooden walkway is also proposed and shown on the site plan(Fig 2). The area of this is
not included in the application since it can be considered pervious.
