Clear Run Apartments

Dear Mr. Tunstall:
The Wilmington Regional Office received a modification to the previously issued Certification of
Compliance with Stormwater Regulations for Clear Run Apartments on January 10, 1997. A preliminary
review of that information has determined that the application is not complete. The following information
is needed to continue the stormwater review:
1. Two sets of the revised plans.
2. The application must be revised to the new permit application.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to February 27, 1997, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including

Dear Mrs. Lewis:
In reference to the December 11, 1996 letter to Mr. Giannotti on the subject property,
we are writing to resolve the findings generated from the field inspection. To provide an
accurate account of construction, we have initiated an as-built survey to verify construction and
have conducted a site observation.
Based on the as-built survey, the stormwater calculations have been revised to reflect
any additional impervious surfaces not shown on the previous approved plan. The revised
stormwater calculations verify the existing pond has sufficient capacity for the constructed
development.
Referencing the roof drain comment on the field inspection report, it has been verified
that the roof drainage has been installed as originally designed. The installation of the roof
drains were delayed due to an oversight by the contractor. The roof drains were noticed at the
end of the project and became a punch list item for the contractor.
Please find attached a revised permit application, revised calculations, and an
Engineer's Certification for the project. If you have any questions, please call.

Please find attached a copy of the completed form entitled ,Stormwater Compliance Inspection
Report". The report summarizes the findings of a recent inspection of the project's stormwater controls
conducted on December 11, 1996 to determine compliance with Stormwater Certification Number SW8
950704 issued on March 7, 1996.
A summary of the findings and comments are noted under Section 6 of the report. Please inform this
Office in writing before January 11, 1996 of the specific actions that will be undertaken and the time flame
required to correct the deficiencies. Failure to provide the requested information, when required, may initiate

STORMWATER COMPLIANCE INSPECTION REPORT

Project Number: SW8 950704 Control Measure: A Detention Pond
Water Body: Clear Run Creek Classification: C SW
Directions to site, address: Comer of Racine Drive and New Centre Drive in Wilmington.
2. Inspection Date: December 11, 1996
Weather Conditions: Cool, sunny
3. Comparison of Approved plans vs. As-Built: See comments below
4. Maintenance Problems:
a. Additional sidewalk has been constructed in front of Building B and Buidding A which is not
shown on the most recent approved plans.
b. The Engineer's Certification has not been submitted.
C. There is evidence of recent work to pipe the roof drains from Building C into the storm drain
system into the pond. Why was this work only recently completed, when the approved plans
required it to be done? The project has been finished for several months.
5. PE Certification Received? NO Recorded Deed Restrictions Received? N/A
6. Comments:
a. Submit revised plans, $385.00 modification fee, sealed calculations, and revised permit
application form reflecting the additional built-upon area.
b. Within 30 days of the approval of the application submit the Engineer's Certification.
