O. Box 29535 Raleigh, North Carolina 27626-0535 RE: Campbell Soup Company Maxton, North Carolina_ Stormwater Permit Application Dear Ms. Sullins: February 5, 1992 ENV, MANAGEMENT PAYETTEVILLE REG. OFFICE I am writing to you at the suggestion of Mr. Grady Dobson of the Division of Environmental Management - Fayetteville Regional Office, and on behalf of Campbell Soup Company's soup manufacturing facility in Maxton, North Carolina. I am currently evaluating the plant property to determine the extent of applicability of the stormwater regulations to this facility. In addition to evaluating the plant proper, I will also need to address the 330 acre non -discharge spray irrigation site and the adjacent 90 acre sludge application site, also owned by Campbell Soup Company. This area is located approximately 3.5 miles from the plant proper. Please refer to the attached map. The spray irrigation system is operated under North Carolina Permit No. W00003626; the sludge application system is operated under Permit No. W00004893. The Maxton, N. C. facility will be submitting stormwater data as part of a group application for Campbell Soup Company - Soup and Related Products Plants. As part of the data submitted for the Maxton facility, I would Eke to attach a written statement from the NC DEM, stating that you recognize these two treatment sites as having no point -source discharges, that they are permitted as non -discharge systems, and, therefore, they do not fall under the applicability of the present stormwater regulations. Grady mentioned to me that you would be willing to provide such a statement. I feel that attaching such a statement might expedite the processing of our group application, as the EPA might not consider a discharging land application system to be exempt from the stormwater program.
