In reviewing this application I could not find any legal information in the package that shows that Chris Vernon
can sign for the property owner which is NC Eastern District of Wesleyan Church and Crosswinds Church.
I also did not find any information on the SOS to show that NC Eastern District of Wesleyan Church is a legal
entity. I did find Crosswinds Church on SOS, but I do not know if it is the same entity.
I can not accept this package until I have this information.

PROTECT NARRATIVE
Crosswinds Church is proposing to construct a worship center on a site located at 445 Lanvale Rd (SR 1438)
north of US 17. It is further identified by Brunswick County PIN #: 218719505167, Parcel ID 04700011
(12.43 ac), and coordinates: Lat 34°12'49.97"N Long. 78' 3'17.65"W. The site is surrounded by vacant
woods property except to the south exists single-family residential property.
The current site consists of 0-2% sloped terrain and open,with no significant trees on site. The existing soils
on the site are predominantly Torhunta mucky fine sand loam (To) and Norfolk loamy fine sand (NoB)
according to the Web Soil Survey of NRCS. According to the attached USGS map,the site drains to Jackeys
Creek, which is c The seasonal high water table for the project was determined using good engineering
judgment as referenced on pages 10-9 and 10-10 of the NCDENR Stormwater BMP Manual. Therefore, by
field survey at and in the wetlands and field inspection of existing conditions, the proposed outfall elevation
is set to be equal or above the wetlands. Based on the outfall elevation, the permanent pool is set above or
equal to the wetlands thereby maintaining positive hydraulic conductivity. Reference attached field sketches
and hand borings performed for Pond A and Pond B in regards to the wetland hydrology.

The seasonal high water table for the project was determined using good engineering judgment as referenced
` on pages 10-9 and 10-10 of the NCDENR Stormwater BMP Manual. Therefore, by field conditions, the
proposed pond permanent pool elevation is set to be within 6-inches of the seasonal high water in the
adjacent ditch and wetlands.
PROPOSED EROSION CONTROL. MEASURES
A. TEMPORARY CONSTRUCTION ENTRANCE (DENR PRACTICE 6.06) One temporary
gravel construction entrances are installed on a proposed and existing driveway.
B. TEMPORARY SILT (SEDIMENT) FENCE (DENR PRACTICE 6.62)Temporary silt fence
will be used to control sediment runoff from fill areas,prevent any construction sediment or trash
from leaving the site.
C. RIP-RAP OUTLET PROTECTION(DENR PRACTICE 6.41) Outlet protections are shown
on pipe outfalls in ponds, ditches, and sheet flow discharges on site. The rip-rap will prevent scour
and erosion from washing bottoms and slopes of earthwork.
D. TEMPORARY SKIMMER SEDIMENT BASIN(DENR PRACTICE 6.64) One sediment
basin will be used to control all disturbed area runoff with a skimmer dewatering device attached to
the outlet for the wet pond. ***Note baffles are not included since water will be retained within the
basin therefore submerging the baffles.
E. TEMPORARY INLET PROTECTION(DENR PRACTICE 6.51) Inlet protections are
shown throughout final grading/phase 2 of the erosion control to control most of the sediment-
runoff from clogging the storm drain inlets and pipes and reduce sediment into the future wet pond.
F. TEMPORARY TREE PROTECTION FENCING (DENR PRACTICE 6.05)Temporary
tree protection fencing is shown on selected trees and areas to remain undisturbed.

PROPOSED STORMWATER CONTROL MEASURES
One wet retention pond will be used to treat the required 1.5-inch rainfall-runoff and provide peak discharge
control to at or below pre-developed peak discharge in the 2, 10, and 25-yr design storm as required by NC
State Coastal Stormwater Rules and the Brunswick County Stormwater Ordinance, respectively. The wet
pond was calculated utilizing SCS TR-20 hydrograph routing through the HydroCAD software. The
retention requirements for the 1.5-inch rainfall runoff were calculated using the Simple Method and the 90%
TSS removal requirements. The pond will be used to treat the project as proposed and some future
allocation of imperviousness.
Storm conveyance calculations have been performed utilizing the Rational Method for the 10-yr,25-yr,and
50-yr design storms to check for flood control within the pipe system. The hydraulic grade line (HGL)
calculations were performed through the Carlson Civil Storm Sewers Software utilizing the FHWA HEC-22
Energy-Loss Method. The published Brunswick County IDF Tables have been implemented for the 10-yr
HGL calculations.
No jurisdictional wetlands,ditches or streams will be impacted as part of the proposed project. The USACE
JD has been issued under SAW-2012-00162.

Legal Description
BEGINNING at a point in the western line of State Road (60 feet in width) leading from Leland to Lanville,
said point being North 25 degrees 20 minutes East 26.6 feet from an iron pipe in the center of a ditch and more
or less approximately a culvert under said road in the first curve of said road about yZ mile from Lanville,
running thence from said beginning point North 25 degrees 20 minutes East with said line of said road 399.02
feet to a stake, Paul E. Tullars northeastern comer, thence North 65 degrees 30 minutes West with Tullars
northern line 1521.89 feet to an iron pipe,Tullars northwestern corner;thence South 6 degrees 29 minutes West
with Tullars western line 419.55 feet; thence South 65 degrees 30 minutes East 1386 feet to the Beginning,
containing 13.32 acres more or less.For Reference see Book 144 Page 123,Brunswick County Registry.
Except from the above described property the parcel described as follows: BEGINNING at an iron pipe
marking a common comer of Dewey Skipper and lands formerly owned by Dnalel Incorporated, said pipe being
located in the western right-of-way of N.C. Rural Paved Road No. 1438 (also known as Lanville Road) (60 foot
right of way) North 27 degrees 40 minutes East 26.6 feet from the southernmost culvert of a two culvert drain
crossing said road about one mile North of the intersection of the western right of way of said road with the
western right of way line of U.S. Highway No. 17; and from such beginning iron pipe runs thence North 63
degrees 15 minutes West along and with a drainage canal 262.5 feet to an iron pipe;thence North 27 degrees 40
minutes East 158.0 feet to an iron pipe, thence South 64 degrees 40 minutes East 262.6 feet to an iron pipe on
the western right of way line of Rural Paved Road No. 1438; thence with said right of way line of Rural Paved
Aoad1438, South 27 degrees 40 minutes West 165.9 feet more or less to the place and point of beginning,
containing 0.98 acres more or less according to a survey by W.B. Hill Jr., dated June 14, 1975, annexed hereto
and incorporated by reference herein.

Hydrologic Soil Group—Brunswick County,North Carolina
Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long-duration storms.
The soils in the United States are assigned to four groups(A, B, C, and D)and
three dual classes (A/D, B/D, and C/D).The groups are defined as follows:
Group A. Soils having a high infiltration rate(low runoff potential)when thoroughly
wet.These consist mainly of deep,well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet.These
consist chiefly of moderately deep or deep,moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture.These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture.These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential)when
thoroughly wet.These consist chiefly of clays that have a high shrink-swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.
