Response to Request for Additional Information

Dear Mr. Johnson:
Carolina Development Services has contracted Carolina Wetland Services, Inc. (CWS) to provide
Section 404/401 permitting services for this project.
In response to your letter via email dated December 4, 2015 (attached):
1.Storm Water Management Plan per condition #12 of General Certification 3890 must be submitted
and approved by DWR prior to issuance of the 401.
-Please see the attached approved Stormwater Permit No. SW3150601 and Operations &
Maintenance Agreement.
2.Clarification of impacts. It is stated that 15 lf of stream will be lost during the relocation of 140 lf
of stream channel. It is also stated that 9 lf of rip rap is not included in the impacts/loss of stream.
Is the 9 lf not included at all or is it included with the culver impact?
-The beginning of the 125 lf of relocated stream starts at the end of the rip rap apron.
The apron will be constructed at the end of the culvert in an area that is non-
jurisdictional and does not have an existing channel. The linear footage of the
relocated stream starts at the end of the apron, therefore the 9 ft apron is NOT an
additional impact. We are NOT going to put rip rap into the relocated channel.
-There is a 15 lf loss between the existing channel and relocated channel.
3.A stream relocation plan/restoration plan is required indicated the proposed method of construction
(Condition #11, GC 1890).
-CWS is currently in the process of preparing a relocation plan to be submitted to your
office once complete.
