After review, the Dead Tree Phase B MY2 report is officially approved. Please provide confirmation of bond renewal through next year's monitoring period. DWR approves a 20% reduction in bond amount to $60,000. Once DWR receives your bond renewal, we can proceed issuing the credit release for this task. Let me know if you have any other questions. Andrew, I just uploaded the final monitoring report for Dead Tree Phase B to Laserfiche, including comment responses and additional data. Please let me know if you have any additional questions or comments. Thanks, Matthew From: Friedman -Herring, Andrew <andrew.friedmanherring@deq.nc.gov> Sent: Thursday, March 14, 2024 5:00 PM To: Matthew Harrell <Matthew.Harrell @davey.com> Cc: Merritt, Katie <katie.merritt@deq.nc.gov> Subject: Monitoring Report MY2 Review - Dead Tree Phase B Hi Matthew, DWR has completed the review of Dead Tree Phase B and have the following comments: 1. A requirement for an easement boundary check to be performed every year is noted in section 5.2 but does not seem to be included in the monitoring report. Include this information as a response to this comment and make sure that this information is included in all future monitoring reports even if no encroachments were observed — it is recommended that this information be included as a stand-alone section either within, before or after "Parcel Maintenance". 2. No stem height or vigor data is included in this report, despite being required as per the relevant BPDP Section 5.1 which states "Species Composition, height, and survival rates will be evaluated on an annual basis by plot". RS needs to submit the missing data in response to this comment. DWR will accept the CVS Vegetation Monitoring Data (VIVID) datasheets with raw data to meet this requirement. It is not required to export vigor and height into tables. 3. Section 5.1 states that 96 out of 105 plots are meeting the success criteria. This is incorrect, as it is only true for the density success criteria of 260 stems/acre and does not take into account the diversity criteria. Only 73 of the 105 plots are meeting all of the vegetation success criteria. Failing diversity success criteria will not always result in the necessity for an AMP, but it is data that is required to be recorded and acknowledged as a performance standard to accurately reflect the site characteristics. 4. The number of plots failing either density or diversity requirements has increased from MY1 to MY2. The 9 plots newly failing in MY2 are Plots 1, 9, 17, 27, 28, 33, 40, 69, and 104. Is another AMP being considered to address the trajectory of these plots and site as a whole? 5. Additionally, plots failing density requirements of 260 stems/acre are not specified in Figure 2. Make sure to color code which plots are failing density success criteria in Figure 2 in all future monitoring reports. Thank you for your attention to these comments. Please provide an adequate response to all items above along with supporting documents if required. Once DWR receives a response to the comments above, issuance of monitoring report approval and credit release can be determined. Let me know if you have any further questions.
