HomeMy WebLinkAbout[External] Wall II Adaptive Management Plan UpdateAdap�ve Management Plan Update #1 (3/6/2024) This document provides updates on three items iden�fied within the Adap�ve Management Plan (AMP) Supplement originally provided as Exhibit C within the Final As-Built documenta�on for the Wall II Buffer Mi�ga�on Project (NCDWR ID#: 2018-1428v2) located in the Randleman Watershed. These items are: • “Item 2: Beaver Presence Along UT2” • “Item 3: Blocked Culvert along UT 2” • “Item 6: Easement Trespass” Suppor�ng Documents atached are: • Atachment A: Figure 1: Loca�on of Items • Atachment B: Wildlife Damage Control Agent Form • Atachment C: Photos Item #2: Beaver Presence Along UT2 Overview: Two beaver dams were located along UT2 at �me of As -Built walkthrough. The first was located at the one culvert located on along UT2 and the second much larger dam was located approximately 550 feet upstream. The first dam blocked the culvert causing UT2 stream flow to be diverted onto the floodplain before returning to UT 1. The second dam is approximately 300 feet wide and creates 1.5 acre impoundment. UT 2 stream flow over the dam returns to the UT2 channel upstream of the lower beaver dam/culvert. Ac�on Taken: As part of addressing “Item #3: Blocked Culvert along UT2”, hired Ricky York, a licensed Wildlife Damage Control Agent, was hired to remove the beavers causing the blocked culvert. Traps were set on 2/5/2024 (Atachment B). The following day, two adult beavers had been caught and killed, a 36 lbs. male and a 39 lbs. female (Atachment C). Traps were reset and no addi�onal beavers were caught the evening of February 6th. No ac�on was taken to address the beaver presence further upstream. As indicated in the AMP, the Sponsor firmly believes the presence of beavers greatly improves the overall ecological value of the site by suppor�ng the very purpose of the Randleman Lake Buffer Rules which is to “protect the water supply found within this basin area.” The Sponsor remains commited to advoca�ng for the con�nued presence of beavers onsite but is willing to take ac�on should the Division of Water Resources (DWR) determine their presence is unacceptable. Next Steps: Con�nued site monitoring. If Year 2 monitoring results for Plot 3 indicate unacceptable tree mortality directly �ed to upstream beaver ac�vity, the Sponsor will work with DWR in hopes of an excep�on being granted due to the fact that this is an isolated issue (assuming all other monitoring plots con�nue to perform as expected) and their presence greatly improves the overall ecological value of the area. Should DWR determine the release of bank credits will be in jeopardy due to impacts caused by their existence, the Sponsor will eradicated them expedi�ously and remove their dam within the UT2 stream channel. Item #3: Blocked Culvert along UT 2 Overview: A culvert located outside of the conserva�on easement areas for both Wall I and II has been blocked due to beaver ac�vity prior to the submital of the Wall II Bank Parcel Development Project. During DWR’s As-Built walkthrough on 4/28/2023, staff indicated this as a concern as channel flow was being diverted onto the resul�ng in the crea�on of a drainage feature which returned to UT1 upstream of the culvert located on Wall Brothers Rd (Atachment A: Figure 1). Ac�on Taken: Following the eradica�on of the beavers causing this blockage, the culvert was cleared using hand tools on 2/7/2024. Stream flow for UT2 has been restored and subsequent site visits (2/22/2024 and 3/5/2024) confirmed the culvert is free of blockage. Next Steps: During the �me the culvert was blocked, the diverted stream flow created an new drainage feature on the floodplain running parallel to UT1 (Atachment C). With stream flow now returned to UT2, the Sponsor an�cipates the upcoming growing season will provide an opportunity for vegeta�on to become reestablished within this drainage feature. The Sponsor will monitor this area over the course of the 2024 growing season and should sheet flow be sufficient enough to contribute to this drainage feature remaining unvegetated, the Sponsor in consulta�on with DWR will work to remedy this by a combina�on of approaches including but not limited to back filling the channel and installing flow interceptors. Item #6: Trespass Impacts to Easement Area Overview: During a DWR site visit on 6/8/2023 to conduct on On-Site Determina�on of UT 5, staff noted impact to the easement that was later determined to be caused by farm equipment. Trespass was perpendicular to easement area and resulted in minor impacts in an area approximately 18’ x 45’. The image (4/28/23) below on le� was taken prior to the impact and the one on the right (6/29/23) following impact. The Sponsor reached out to the farm lessee to make him aware of the issue and he indicated it was done by a farm hand and that trespass would not be an ongoing issue. AMP Ac�on to Take: The Sponsor indicated within the AMP Supplement submited as part of the As -Built report that bare root trees would be planted in this Area of Disturbance (AOD) prior to the 2024 growing season and that documenta�on would be provided to DWR within 30 days of comple�on, including before and a�er photos. Current Status: S�ll remains to be done. Next Steps: Plan�ng will occur no later than March 21st with trees procured from EcoRipple Solu�ons, the sites plan�ng partner. Update with photos will be provided to DWR within 30 days of plan�ng.
