The email request received by the Division of Water Resources on 16 February 2016
from Katie L. Jones with Dewberry to modify the current Pump and Haul approval by
adding the North Harnett WWTP and South Harnett WWTP per the Authorization to
Discharge letters dated 16 February 2016 from both plants have been reviewed by staff in
the Division of Water Resources — Fayetteville Regional Office and found to be
acceptable to allow Sampson County Disposal LLC to pump and haul leachate to the
following locations:
1). Up to 25,000 gallons per day into the City of Lumberton collection system per the
authorization application and approval letter dated 8 February 2616;
2). Up to 25,000 gallons per day into the North Harnett Regional WWTP per the
authorization application and approval letter dated 16 February 2016;
3). Up to 25,000 gallons per day into the South Harnett Regional WWTP per the
authorization application and approval letter dated 16 February 2016.
As explained in the Pump and Haul application letter from Waste Industries d/b/a
Sampson County Disposal LLC (SCD) is requesting to discharge up to 25,000 gallons per
day of wastewater generated by the SCD into the North and South Harnett Regional
WWTPs (NC0021636 and NCO088366 respectively) located at 607 Edwards Brothers
Drive in Lillington, North Carolina and 3224 Shady Grove Road, Spring Lake, North
Carolina. The North and South Harnett Regional WWTPs have indicated their
willingness to accept and treat the leachate wastewater from SCD in accordance with
Stale of North Carolina I Environmental Quality I Water Resource,
