PROJECT SUMMARY: The applicant proposes to replace an existing docking facility within Banks Channel. Fred Saint Page 2 9. PROJECT DESCRIPTION The project site is located at 27 Pipers Neck Road on Figure "8" Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South and travel south to Little Neck Road. Turn right onto Little Neck Road and take the next left onto Pipers Neck Road, the subject property will be located on the left side of the road. Existing structures on the property includes a single-family residence, a timber bulkhead and a private docking facility. The project site is approximately 0.5 acres and is vegetated primarily with maintained lawn grass and ornamental landscaping. The project site has approximately 75 linear feet of shoreline frontage along Banks Channel. There are currently no coastal wetlands located within the project area. An existing access pier, measuring approximately 38 ft. in length by 6 ft. in width extends in a westerly direction into Banks Channel. The pier terminates onto an uncovered platform, measuring approximately 8 ft. in length by 7 ft. in width, creating an "L-shaped" configuration towards the south. An access ramp leads onto a floating dock, measuring approximately 24 ft. in length by 8 ft. in width, which runs parallel to the channel. There is an existing boatlift located on the landward side of the floating dock, measuring approximately 12 ft. in length by 12 ft. in width within water depths of approximately -5.0' @ normal low water (NLW). It appears the existing docking facility accommodates up to two (2) vessels (See Sheet 1 of 4 and Project Narrative). The Wilmington -New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the property as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Resources.' They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to -the harvest of shellfish. PROPOSED PROJECT The applicant proposes to replace an existing docking facility within Banks Channel. Once the existing docking facility is entirely removed a new fixed pier, measuring approximately 22 ft. in length by 6 ft. in width would extend into Banks Channel. The pier would then terminate onto a new uncovered fixed platform, measuring approximately 16 ft. in length by 16 ft. in width creating an "L -head" configuration towards the north. A new access ramp would extend from the platform onto a new floating dock, measuring approximately 24 ft. in length by 10 ft. in width, which would run parallel to the channel. Two (2) new boatlifts, each measuring approximately 13 ft. in length by 13 ft-. in width would be located on each end of the proposed floating dock. The proposed new docking configuration would provide docking space for four (4) vessels within existing water depths ranging from approximately -5 ft. to -10 ft. at NLW (See Sheets 1 through 4 of 4 and Project Narrative). 10. ANTICIPATED IMPACTS The proposed new docking facility would incorporate approximately 966 sq. ft. of Estuarine Waters and Pubic Trust Area, essentially usurped by the existing docking facility. The proposed structures would extend approximately 60 ft. into a waterbody, which measures approximately 540 ft. across. This distance would conform to both the 1/4 width rule and the established pier lengths. The proposed structure would not encroach into the channel, but would encroach into the adjacent 15' Riparian Corridor Setback Area requirement; however, the applicant has received waivers from both adjacent riparian property owners for the encroachment.
