E. Anderson Environmental Engineering Technician SUBJECT: Nantahala Village Swain County, North Carolina The effluent from the surface sand filter at Nantahala Village flows to a ditch. The ditch is for the most part located within a briar patch. Ray Carnes, Maintenance Supervisor, says that he has explored the area during the busiest part of the season when the system was discharging and was never able to find anything discharging to surface waters. It is ex- tremely unlikely that any person would come in contact with the effluent from this system. WEA/mkd cc: Mr. Roy M. While we understand your concern for the effluent limitations recommended for these two discharges, the basis of limitations must still be 7-day 10-year low flow. As a result the limits which were recommended must be included in order to be consistant with North Carolina's water quality program. As a matter of information,we would point out that Lhe issue of discharge to dry streams is being reviewed by the water quality task force. It is possible that recommendations from this group may result in program modification that would allow the Division some flexibility in the application of its effluent limitations. A copy of the recommended effluent limitations is attached for your information. If you have any questions concerning this matter, please let us know. FRW:cs Attachments cc: Mark Lewis vision of Environmental Management May 3, 1982 MEMORANDUM TO: Roy Danis FROM: Mark Lewis �(I� • �• SUBJECT: Wastel oad Allocation - Nantahala Village USGS had recently lowered the 7Q10 estimate at Nantahala Village downward from 0.01 cfs to 0 cfs. This revision had caused the effluent limits for Nantahala Village to go from secondary to BOD5 = 17 mg/l, NH4-N = 9 mg/l. During a phone conversation with Heath Dobson on March 31 it was decided to use the old 7Q10 estimate of 0.01 cfs. The resulting effluent limits are attached. Secondary limits with an effluent D.O. of 4 mg/l is sufficient to protect the water quality standard for D.O. Please note that because of the "B-Trout" classification of this water it was necessary to maintain the fecal coliform limit. Normally, a total residual chlorine limit is also required of. facilities that discharge disinfected waste into trout waters. However, this T-acili ty is located in close proximity to Fontana Lake. We believe that the mixing zone likely extends to the mouth of the unnamed tributary. Once in Fontana Lake, there should be sufficient dilution such that the limit for total chlorine residual may be omitted for this facility.
