Preston Howard, Jr., P.E., Director Mr. John Burton Nantahala Village 9400 Highway 19 West Bryson, Notch Carolina 28713 Dear Mr. Burton: IVA 4•F AN [D FEE January 21,1997 Subject: Permit No. NCO037737 Authorization to Construct Nantahala Village WWTFImprovements Swain County - Your original letter of request for an Authorization to Construct (ATC) was received February 15, 1996 by the Division and an ATC permit was issued May 31, 1996. However, due to insufficient funds several major modifications were proposed by McGill Associates and submitted to this office on November 12, 1996. These modifications pertained to the elimination of the proposed control building and the elimination of the proposed chlorine solution feed system. Revised plans were received January 15, 1997 and found to be satisfactory. Authorization is hereby granted for the construction and installation of the proposed modifications to the existing wastewater treatment system and all necessary appurtenances with discharge of treated water from outfall 001 into an unnamed tributary to the Nantahala River in the Little Tennessee River Basin. Specifically, this ATC allows: • installation of a 3,000 gallon septic tank • installation of spay nozzles and distribution piping • installation of a recirculation tank with submersible sewage pumps • installation of a new 4" effluent pipe and abandonment of the old effluent line • installation of additional piping, valves, meters and control equipment This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES Permit No. NCO037737 issued December 1, 1992 and shall be subject to revocation unless the water treatment facilities are constructed in accordance with the conditions and limitations specified above, and in Permit No. NC0037737. Any sludge generated from this treatment facility must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Environmental Management. In the event that the facility fails to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement water treatment or disposal facilities. The Asheville Regional Office, telephone number 704/251-6208, shall be notified at least forty- eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. P.O. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction.
