TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
Pine Mountain Property Owners Association
is hereby authorized to discharge wastewater from a facility located at
Pine Mountain Lakes Development WWTP
southeast of Morganton
Connely Springs
Burke County
to receiving waters designated as Jacobs Fork in the Catawba River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
II, and III hereof.
The permit shall become effective September 1, 1995
This permit and the authorization to discharge shall expire at midnight on July 31, 2000

Pine Mountain Property Owners Association
is hereby authorized to:
1. Continue to operate an existing 0.0696 MGD consisting of a influent pump station, bar screen,
parallel package plants, aerated sludge holding tanks, gas chlorination, polishing pond and step
aeration located at Pine Mountain Lakes Development WWTP, NCSR 1901, southeast of
Morganton, Connely Springs, Burke County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into Jacob
Fork which is classified Class WS-III ORW waters in the Catawba River Basin.

The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored weekly at the effluent by grab
sample.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

• E. Nutrient Condition for Permits Without Phosphorus Limits
This permit may be modified, or revoked and reissued to include an effluent limitation on nutrients
for this discharge depending upon the following:
1. The findings of a study by the Division of Environmental Management determine nutrient
control is necessary.
2. Local actions do not successfully reduce the nutrient loading on the receiving waters.
3. The onset of problem conditions in the receiving waters.

Discharger has had secondary limits with fecal and pH limits since initial
wasteload allocation developed in 1977. Historically, facility has been in
compliance with limits and it seems that TSS exceedances in 1992 have been
corrected.
Staff report indicates that facility discharges only 2500-4000 GPD because of
underdevelopment and pursuit of non -discharge options are not financially
feasible. Because of the ORW designation, new or expansion of existing
dischargers will not be allowed in this segment of Jacob Fork.
No instream monitoring is required. Compliance data indicates a well operated
facility with no permit exceedances.

PART IV - EVALUATION AND RECOMMENDATIONS
Renewal of the permit is recommended. Actual flows range from 2000 - 4500
gallons per day (design capacity is 69,000 gallons per day). Since the
project has not meet the developer's projections, there does not appear to be
sufficient money to pursue non -discharge options.
