This location is directly downstream of two existing RCP culverts and within the extent of existing RIPRAP outfall armoring. A concrete riser structure will be installed within Buffer Zone 2 to serve as the outlet control for the wetland. It will drain to the unnamed ditch. During site development, heavy excavation equipment will be used to remove soils off -site. No construction activities or equipment staging will occur in Buffer Zone 1. The existing buffer vegetation is managed grass. No trees or larger vegetation will be removed. Excavated areas will be planted with wetland vegetation. No work in the stream channel will be performed. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The project design limits excavation to buffer zone 2. Activities within buffer zone 2 are the creation of a stormwater wetland and implementation of a concrete outlet rise structure. These activities will not result in any additional flows onto or through buffer zone 1. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion control fencing will be installed along the boundary between buffer zones 1 and 2. No construction activities or staging of materials or equipment shall occur in buffer zone 1. E.
