The facility location identified herein is a proposed ready mixed concrete manufacturing facility. Ready mixed concrete is produced on-site, which is then shipped off-site via concrete mixer trucks for use by customers elsewhere.The concrete manufactured on-site is produced by combining a mixture of sand and stone(aggregate), cementitious material(s)including Portland cement and/or fly ash and/or slag cement and/or other cementitious materials (as may be required for a specific project), water, and various liquid chemicals used to impart specific properties to the concrete (known as admixtures). Of this industrial operation,the main material stored outdoors exposed to • stormwater are the aggregate materials. All other materials capable of being stored indoors or under storm resistant protective covers or within storm resistant containers / tanks have been done so to the highest degree possible and is an ongoing practice at this facility location. The facility is partially paved with concrete, while the remaining portions are covered with gravel surfaces or vegetated surfaces to reduce and/or eliminate the potential for erosion. All drainage from this facility drains ultimately to the south from two (2) identified drainage areas, as follows: Environmental Compliance & Due Diligence Services • Drainage area #1 is approximately 0.85 acres and contains approximately 0.1 acres of impervious surfaces. Stormwater in this drainage area flows downgradient following the natural and manmade topography of the site,draining primarily to the west and south over paved and unpaved areas. Stormwater then drains through a stone lined swale with --- various check dams before draining into a small unlined settling basin (trap) prior to discharging offsite through the only designated stormwater outfall onsite. This discharge would be considered a stormwater discharge to surface waters offsite, specifically to an unnamed tributary associated with Leonard Creek, a class C designated waterbody. • Drainage area #2 is approximately 3.75 acres and contains approximately 0.75 acres of impervious surfaces. Stormwater in this drainage area flows downgradient following the natural and manmade topography of the site,draining primarily to the east and south over paved and unpaved areas.Stormwater ultimately drains to a water management detention basin,where it is reused for concrete truck wash-out procedures, as well as wetting of raw material (aggregate) stockpiles / bin enclosures. Process water in this drainage area is generated from the concrete mixer truck wash-off area,the concrete production area, and the concrete mixer truck wash-out area. All process water ultimately drains to a water management detention basin, where it is reused for concrete truck wash-out procedures, as well as wetting of raw material (aggregate) stockpiles / bin enclosures. The concrete mixer truck wash-out area utilizes an array of concrete lined settling basins to allow the waterto settle and neutralize before draining into the water management detention basin, where it is reused for further activities, as described herein. Due to the water within the water management detention basin being in a constant state of being reused for the various reasons described herein (essentially creating a closed loop system), this water rarely discharges during normal routine "wet weather' events. Only during extreme "wet weather" events would this basin potentially result in a discharge through the only designated process water outfall onsite. This discharge would be considered a process water (or wastewater) discharge to surface waters offsite, specifically to an unnamed tributary associated with Leonard Creek,a class C designated waterbody.
