The pond drains through a 15inch metal culvert pipe and into a stream feature, and discharges into a wetland below. Below the culvert outlet, several fish (minnows) were observed in the stream feature which had a strong base flow (See Stream ID Form and Buffer Drawing Sheet 5). Based on these field observations, this stream feature should be considered an intermittent stream and protected according to the Randleman Lake Buffer Rules. In the supplemental info, Permit Drawing Site 5 (unnamed Pond), sheet 10 and sheet 11 were not included in the PDF. Site 5 is depicted on Sheets 4 and 5 of the Buffer Impacts Drawings (Sheets 10 and 11 are the Impact Summary Sheets). I'm reattaching that drawing setjust in case it got lost in PDF editing on the original submittal. On Sheet 5, page 7 Jurisdictional features map (attached), please forward any field data collected downgradient of the 15" outlet culvert, draining from Pond P4. If possible, corresponding photos should also be provided for the Pond, 15" outlet culvert and ephemeral feature. We are going to mobilize either a consultant, or one of ourselves here internally, to go out and grab a Stream ID Form and the Photos as requested. This is an older project, and the record keeping wasn't stellar on this one. In the PJD, Section D. Remarks, field revisions were made to Figures 2-2h, but those figures are not included. In the same line of poor record keeping ... the figures that accompanied that issued PJD seem to be lost to history. What I can confirm is that what is shown in the NRTR figures provided is the final delineation (post USACE changes, whatever those were). If you can forward this information, it will aid review of the determination request.
