Project Description:
Realign the intersection of US 21, SR 1312 (Flower House Loop), and SR 2375 (Houston Rd.) in
Iredell County. Area of Potential Effects (A.P.E.) is approximately 1,128 meters (3,701 ft.) long
with a variable width. Design plans show the improvement might include realignment of of SR
1312 on new location along the west side of the road. The rest of the improvements appear to be
within the existing right of way. The project is State -funded, will require Federal permits, and
will not require easements.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The review included an examination of a topographic map (Shepherds, N.C.), an aerial
photograph, and listings of previously recorded sites, previous archaeological surveys, and
previous environmental reviews at the Office of State Archaeology (O.S.A.). US 21 is oriented
approximately north -south, SR 1312 is oriented approximately north -south, and SR 2375 is
oriented approximately east -west.
The topographic map shows the A.P.E. is located on a ridge top. There are no streams within the
A.P.E. There are a couple of structures shown along US 21 near the A.P.E. A railroad is shown
along the east side of US 21.
The aerial photograph shows the landuse in the A.P.E. is a mix of wooded, cleared, and
developed. The east and west sides of US 21 north of SR 2375 is developed. The north side of
SR 2375 is developed. The east side of US 21 south of SR 2375 and the south side of SR 2375
are cleared (agriculture?). The west side of SR 1312 at the south end of the A.P.E. is residential,
while the east side appears to be commercially developed. The west side of SR 1312 north of SR
1316 is wooded.
A review of information at the O.S.A. shows no previously recorded archaeological sites within
or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites.
The A.P.E. is not within any projects that have been reviewed by the State Historic Preservation
Office (HPO).

Brief Explanation of why the available information provides a reliable basis for reasonably
predicting that there are no unidentified historic properties in the APE:
The A.P.E. is located on a ridge top, a landform with a low to moderate potential for
archaeological sites. The landuse is a mix of wooded, cleared (agricultural fields?), and
developed. The design plans show most of the intersection improvement will be within the
existing right of way. The impacted landforms outside of the existing right of way have a low to
moderate potential for archaeological sites.
