The Pretreatment Program Information Database sheet (Enclosure 1) for Rocky River Regional WWTP is enclosed with corrections marked. The corrections include: (1) # of WWTP SIUs changed to 15; (2) # of SIUs in Program changed to 16; (3) # of CIUs changed to 3; and (4) Date of last audit changed to 9/14/2023. The Pretreatment Program Information Database sheet (Enclosure 2) for Muddy Creek WWTP is enclosed with corrections marked. The corrections include: (5)# of SIUs in Program changed to 16; and (6) Date of last audit changed to 9/14/2023. WSACC currently has 15 SIUs at the Rocky River Regional WWTP and 16 total SIUs in the program. II. NCDEQ conducted a pretreatment audit inspection of WSACC's pretreatment program on September 14, 2023 and the program was found satisfactory (Enclosure 3). III. The PAR for 2022 was approved by NCDEQ on May 5, 2023 (Enclosure 4). IV. WSACC submitted the Headworks Analysis for RRRWWTP on May 31, 2022. WSACC is still awaiting approval from NCDEQ. V. WSACC submitted the Headworks Analysis for MCWWTP on April 28, 2020. WSACC is still awaiting approval from NCDEQ. VI. WSACC submitted LTMP amendments on June 30, 2022, with the NCDEQ acknowledging receipt on July 11, 2022. WSACC is awaiting approval of the LTMP changes. VII. WSACC successfully maintained its ISO 14001 certification for the Environmental Management System for 2023. VIII. WSACC successfully maintained its ISO 45001 certification for the Occupational Health and Safety Program for 2023. IX. WSACC successfully completed recertification of its Public Sector Star Program in 2023. X. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required where all IUP limits are mass based and that the POTW may institute its own policy relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC 211.0903 (25) does not include flow as a characteristic of wastewater. 1 Water& Sewer Authority of Cabarrus County Rocky River Regional WWTP,NPDES #NC0036269 Muddy Creek WWTP,NPDES #NC0081621 2023 PAR Narrative SIU Information: During the January through June 2023 reporting period: A. No SNC for this period. B. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on April 27, 2023 for Americhem, IUP#1028. A copy of the approval letter dated May 8, 2023 from the Municipal Unit of DWR is enclosed (Enclosure 5). C. WSACC submitted electronically an IUP renewal and Streamlined IUP Submittal Form, including IUP rationale and allocation table, on May 8, 2023 for Heritage-Crystal Clean IUP#1030 and amendment on June 16, 2023. A copy of the approval letter dated July 7, 2023 from the Municipal Unit of DWR is enclosed(Enclosure 6). D. Americhem, Charlotte Water, City of Concord-Hillgrove Water Treatment Plant, Heritage-Crystal Clean, Intertape Polymer, Owens Corning, Perdue Farms and Star America did not have any violations of their industrial user pretreatment permits during the reporting period. During the July through December 2023 reporting period: E. CMS Landfill V, IUP#1024, was in SNC for monthly average limits for BOD (Chronic and TRC) and ammonia (Chronic). WSACC issued a NOV with a fine and has been meeting with the industry monthly to discuss ways to return to compliance. In addition, WSACC has issued an Authorization to Construct to the facility on some treatment improvements to reduce ammonia loadings. F. Owens Corning., IUP#1041, was in SNC for TRC violations of the monthly average limit for copper. WSACC issued a NOV with a fine. The facility has cleaned the sedimentation pit to reduce violations. G. With the permit renewal for HCC, WSACC changed all the pollutant limits to pounds per day (lbs./day). The industrial data summary form (IDSF) is submitted separately for each six-month period,January—June 2023 and July—December 2023. H. HCC submitted the fourth quarter self-monitoring in November 2023. However, for many of the pollutants, the laboratory used a high dilution factor due to matrix interference. WSACC required HCC to resample in December and the lab stated they had the same problem. WSACC was unable to determine compliance from these samples. WSACC has requested HCC to resample and split samples among two labs in January 2024 to satisfy the fourth quarter requirement. Therefore, the IDSF will be missing the fourth quarter self-monitoring. WSACC entered into a Consent Agreement with Prime Beverage, IUP#1046, to reduce their daily effluent flow and achieve compliance. Prime Beverage completed the installation of a water reclamation system in December 2023. The daily wastewater flow from the facility has significantly decreased from 0.300 mgd to 0.050 mgd. J. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on May 11, 2023 for Charlotte Water IUP#1031. A copy of the approval letter dated July 6, 2023 from the Municipal Unit of DWR is enclosed(Enclosure 7). K. WSACC submitted electronically a new IUP and Streamlined IUP Submittal Form on August 9, 2023 for Eli Lilly and Company, IUP#1047, including the application, IUP rationale and allocation table.
