DESIGN NARRATIVE REVISION 2
1.0 PROJECT DESCRIPTION
The Chatham Park South Pump Station 1 (CPSPS 1) & 2 (CPSPS 2) and Associated Force Mains
project includes the installation of approximately 4,240 linear feet (LF) of 4-inch sanitary sewer
force main (4,135 LF of PVC and 105 LF of DIP) and approximately 9,422 LF of 12-inch sanitary
sewer force main (8,552 LF of PVC, 820 LF of Fusible PVC and 50 LF of DIP). The project also
includes construction of two duplex submersible sanitary sewer pump stations with access drives.
The proposed 4-inch force main alignment, from proposed CPSPS 1, will generally follow
Moncure Pittsboro Road (SR 1012) southeast approximately 4,240 LF along the south side of the
road to CPSPS 2. Similarly, the proposed 12-inch force main alignment, from proposed CPSPS 2,
will follow Moncure Pittsboro Road (SR 1012) northwest approximately 2,140 LF along the south
side of the road before crossing via bore and jack and continuing northwest on the north side of
Moncure Pittsboro Road (SR 1012) approximately 705 LF. Near the intersection with lilternational
Woodyard Road, the 12-inch force main from CPSPS 2 will flow north approximately 6,520 LF
with an ultimate discharge point to an influent manhole at the future Sanford Regional Pump
Station (SRWWPS). The discharge point for the 12-inch force main was provided to McKim &
Creed by the Sanford Regional Pump Station design engineer. As of the date of this narrative the
construction schedule for the SRWWPS has not been confirmed, therefore the 12-inch force main
is proposed to connect to an existing manhole at the Town of Pittsboro Wastewater Treatment
Plant (WWTP) until construction of the SRWWPS has been completed. The proposed SRWWPS
(ATC 020354A03) will be constructed adjacent to the current location of the Town of Pittsboro
Wastewater Treatment Plant (WWTP) and is designed (by others) to include the construction of
an 18-irich force maim (W00039910). The SRWWPS force maim will discharge into the existing
City of Sanford sanitary sewer system with an ultimate destination to the City of Sanford Big
Buffalo Water Reclamation Facility (NC0024147). The ultimate intended receiving wastewater
facility of the CPSPS 2 force main is the Big Buffalo WRF. Once the SRWWPS project has
commenced construction, a revised permit altering the ultimate downstream facility will be
submitted.
2.0 PROJECT PURPOSE
The proposed pump stations and force mains are intended to provide sewer service to the future
Del Webb at Chatham Park (Townsend) North development and adjacent Chatham Park
properties, as well as future development areas. The project does not generate wastewater, so
there is no permitting of new sanitary sewer flows. Permits for the new flows will be provided in

future projects. Future flows, to be permitted under separate fast -track applications, will be
primarily single-family residential units.
3.0 PROJECT LOCATION AND ALIGNMENT
The proposed 4-inch force main conveys flow from CPSPS 1(Parcel #89720) and extends southeast
along Moncure-Pittsboro Road where it discharges to CPSPS 2. The proposed 12-inch force maul
starts at CPSPS 2 (Parcel #7447) and extends northwest along Moncure-Pittsboro Road, then turns
north and runs cross country behind the Potterstone Village development on Town of Pittsboro
property or within a Town of Pittsboro easement. The 12-inch force main force main includes
trenchless crossings of Turkey Creek and Robertsons Creek, both to be installed via horizontal
directional drill and a trenchless crossing of Moncure-Pittsboro Road (SR-1012) which will be
installed via bore and jack. The 4-inch force maim includes an NCDOT roadway crossing of
International Woodyard Road (SR 1962), which will be installed via bore and jack.
CPSPS 1 and CPSPS 2, are designed for a firm capacity of 0.29 MGD and 1.5 MGD, respectively.
CPSPS 1 is proposed to have a 10' by 11.5' `vet well, while the wet well at CPSPS 2 is proposed as
10' by 20'. Each pump station will include a wet well with two submersible pumps, meter vault
with bypass piping, electrical and control panel rack, and a generator. Additionally, each pump
station design includes a backup generator as well as a portable water trailer and pump. CPSPS
2 will also have a Bioxide odor control system. A permanent driveway will also be constructed at
each pump station for access. The inclusion of back up diesel generators at each site remove the
need to have a back up power reliability plan.

adjusted daily sewage flow rate (flow reduction) that would apply to all permitted but not yet
tributary residential connections and all future residential connections within the Chatham Park
Associated Areas (Oldham Tract, Mellott Tract, Grantham Tract, Womble Tract, CPI Parcel 1,
CPT Parcel 2, Clark Tract, CPI Parcel 3, CPT Parcel 4, CPT Parcel 5, CPI Parcel 6, Townsend
Tract) service area.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and
based on the data submitted, the Division hereby approves for use by Chatham Park Investors,
LLC an adjusted daily sewage design flow rate with the following conditions:
• The flow reduction is applicable to residential single-family dwellings only.
• The minimum flow for 1- and 2- bedroom dwellings shall be 120 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 60 gallons
per day per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any
other public or private organizations whose wastewater flows are or might become
tributary to the City of Sanford collection system (WQCS00047) or the Chatham Park
Water Recovery Center (NC0020354).
Future sewer extension applications should be made using the flow reduction amount stated
above. All other aspects of the permitting process remain unchanged, and all applications must

be in compliance with the statutes, rules, regulations and minimum design criteria as certified by
the owner and engineer.
Regardless of the adiusted design daily wastewater flow rate, at no time shall the wastewater
flows exceed the effluent_ limits_ defined in the permit for the treatment facility or exceed the
capacity of the sewers downstream of any new sewer extension or service connection(s).
In accordance with 15A NCAC 02T .0114(f), the Division periodically requires reassessment of
wastewater flow data associated with the collection system or the receiving wastewater treatment
plant as applicable to confirm the suitability of the approved flow reduction value. Chatham Park
Investors, LLC shall submit documented, representative data in accordance with 15A NCAC 02T
.0114(f)(1)(A-H)_pror to November 30, 2032. Failure to submit the required data by this date
will result in this flow reduction approval letter becoming null and void. Upon review of the
data, the Division shall either reapprove, modify or not grant reayyroval for theyreviously
approved flow reduction value.
The granting of this flow reduction does not prohibit the Division from reopening, revoking,
reissuing and/or modifying the flow reduction as allowed by the laws, rules, and regulations
contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or
Federal regulations with respect to wastewater collection systems, protection of surface waters,

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as
amended, and other applicable Laws, Rules, and Regulations, permission is hereby granted to the

switch; as well as approximately 1,190 linear feet of 6-inch force main (#1) and 9,740 linear feet of 8-
inch force main (#2) to serve future development as part of the Chatham Park South PS 1 and 2 &
Associated Force Main project, and the discharge of zero additional gallons per day of collected
wastewater into the Chatham Park existing sewerage system, pursuant to the application received June
27th, 2022 in conformity with 15A NCAC 02T; the Division's Gravity Sewer Minimum Design Criteria
adopted February 12, 1996 and updated in March 2008, as applicable; the Division's Minimum Design
Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as
applicable; and other supporting data subsequently filed and approved by the Department of
Environmental Quality and considered a part of this permit.

SUPPLEMENT TO PERMIT COVER SHEET
Chatham Park Investors, LLC is hereby authorized to:
Construct, and then operate upon certification the aforementioned wastewater collection extension.
The sewage and wastewater collected by this system shall be treated in the Town of Pittsboro's
Wastewater Treatment Facility in accordance with Permit Number NC0024838.
Permitting of this project does not constitute an acceptance of any part of the project that does not
meet 15A NCAC 02T; the Division's Gravity Sewer Minimum Design Criteria adopted February 12, 1996
as applicable; and the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Stations
and Force Mains adopted June 1, 2000 as applicable, unless specifically mentioned herein. Division
approval is based on acceptance of the certification provided by a North Carolina -licensed Professional
Engineer in the application. It shall be the Permittee's responsibility to ensure that the as -constructed
project meets the appropriate design criteria and rules.
Construction and operation is contingent upon compliance with the Standard Conditions and any Special
Conditions identified below.
I. SPECIAL CONDITIONS
1. This permit shall become voidable unless the agreement between Chatham Park Investors, LLC and
the Town of Pittsboro for the collection and final treatment of wastewater is in full force and effect.

2. Upon Certification of this project, a request shall be made to the Division to transfer this permit
from Chatham Park Investors, LLC to the Town of Pittsboro.
II. STANDARD CONDITIONS
1. This permit shall not be transferable. In the event there is a desire for the wastewater collection
facilities to change ownership, or there is a name change of the Permittee, a formal permit request
shall be submitted to the Division accompanied by documentation from the parties involved, and
other supporting materials as may be appropriate. The approval of this request shall be considered
on its merits and may or may not be approved. [15A NCAC 02T.0116; G.S 143-215.1(d3)]
2. This permit shall become voidable unless the wastewater collection facilities are constructed in
accordance with the conditions of this permit; 15A NCAC 02T; the Division's Gravity Sewer Minimum
Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum Design Criteria for
the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable; and
other supporting materials unless specifically mentioned herein. [15A NCAC 02T.0110]
3. This permit shall be effective only with respect to the nature and volume of wastes described in the
application and other supporting data. [15A NCAC 02T .0110]
4. The wastewater collection facilities shall be properly maintained and operated at all times. The
Permittee shall maintain compliance with an individual system -wide collection system permit for the

operation and maintenance of these facilities as required by 15A NCAC 02T .0403. If an individual
permit is not required, the following performance criteria shall be met:
a. The sewer system shall be effectively maintained and operated at all times to prevent discharge
to land or surface waters, and to prevent any contravention of groundwater standards or
surface water standards.
b. A map of the sewer system shall be developed and shall be actively maintained.
c. An operation and maintenance plan including pump station inspection frequency, preventative
maintenance schedule, spare parts inventory and overflow response has been developed and
implemented.
d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e.
365 days per year). Pump stations that are connected to a telemetry system shall be inspected
at least once per week.
e. High -priority sewer lines shall be inspected at least once per every six -months and inspections
are documented.
f. A general observation of the entire sewer system shall be conducted at least once per year.
g. Overflows and bypasses shall be reported to the appropriate Division regional office in
accordance with 15A NCAC 28 .0506(a), and public notice shall be provided as required by North
Carolina General Statute §143-215.1C.
h. A Grease Control Program is in place as follows:
1. For public owned collection systems, the Grease Control Program shall include at least
biannual distribution of educational materials for both commercial and residential users and
the legal means to require grease interceptors at existing establishments. The plan shall also
include legal means for inspections of the grease interceptors, enforcement for violators and
the legal means to control grease entering the system from other public and private satellite
sewer systems.
2. For privately owned collection systems, the Grease Control Program shall include at least bi-
annual distribution of grease education materials to users of the collection system by the
permittee or its representative.
3. Grease education materials shall be distributed more often than required in Parts (1) and (2)
of this Subparagraph if necessary to prevent grease -related sanitary sewer overflows.
i. Right-of-ways and easements shall be maintained in the full easement width for personnel and
equipment accessibility.
j. Documentation shall be kept for Subparagraphs (a) through (i) of this Rule for a minimum of
three years with exception of the map, which shall be maintained for the life of the system.
S. The Permittee shall report by telephone to a water resources staff member at the Raleigh Regional
Office, telephone number [phone], as soon as possible, but in no case more than 24 hours,
following the occurrence or first knowledge of the occurrence of either of the following:
a. Any process unit failure, due to known or unknown reasons, that renders the facility
incapable of adequate wastewater transport, such as mechanical or electrical failures of
pumps, line blockage or breakage, etc.; or
b. Any SSO and/or spill over 1,000 gallons; or
c. Any SSO and/or spill, regardless of volume, that reaches surface water

Voice mail messages or faxed information is permissible, but this shall not be considered as the
initial verbal report. Overflows and spills occurring outside normal business hours may also be
reported to the Division of Emergency Management at telephone number [phone] or (919)
733-3300. Persons reporting any of the above occurrences shall file a spill report by completing and
submitting Part I of Form CS-SSO (or the most current Division approved form) within five days
following first knowledge of the occurrence. This report must outline the actions taken or proposed
to be taken to ensure that the problem does not recur. Part II of Form CS-SSO (or the most current
Division approved form) can also be completed to show that the SSO was beyond control. [G.S. 143-
215.lC(al)]
6. Construction of the gravity sewers, pump stations, and force mains shall be scheduled so as not to
interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater
to the surface waters of the State. [15A NCAC 02T.0108(b)]
7. Upon completion of construction and prior to operation of these permitted facilities, the completed
Engineering Certification form with checklist attached to this permit shall be submitted with the
required supporting documents to the address provided on the form. A complete certification is
one where the form is fully executed and the supporting documents are provided as applicable. Any
wastewater flow made tributary to the wastewater collection system extension prior to completion
of this Engineer's Certification shall be considered a violation of the permit and shall subject the
Permittee to appropriate enforcement actions.
If the permit is issued to a private entity with an Operational Agreement, then a copy of the
Articles of Incorporation, Declarations/Covenants/Restrictions, and Bylaws that have been
appropriately filed with the applicable County's Register of Deeds office shall be submitted with
the certification.
A complete certification is one where the form is fully executed and the supporting documents are
provided as applicable. Supporting documentation shall include the following:
a. One copy of the project construction record drawings (plan & profile views of sewer lines &
force mains) of the wastewater collection system extension. Final record drawings should be
clear on the plans or on digital media (CD or DVD disk) and are defined as the design drawings
that are marked up or annotated with after construction information and show required buffers,
separation distances, material changes, etc.
b. One copy of the supporting applicable design calculations including pipe and pump sizing,
velocity, pump cycle times, and level control settings, pump station buoyancy, wet well storage,
surge protection, detention time in the wet well, and force main, ability to flush low points in
force mains with a pump cycle, and downstream sewer capacity analysis. If a portable power
source or pump is dedicated to multiple stations, an evaluation of all the pump stations' storage
capacities and the rotation schedule of the portable power source or pump, include travel
timeframes, shall be provided.
c. Changes to the project that do not result in non-compliance with this permit, regulations, or the
Minimum Design Criteria should be clearly identified on the record drawings, on the certification
in the space provided, or in written summary form.

Prior to Certification (Final or Partial): Permit modifications are required for any changes resulting
in non-compliance with this permit (including but not limited to pipe length changes of 10% or
greater, increased flow, pump station design capacity design increases of 5% or greater, and
increases in the number/type of connections), regulations, or the Minimum Design Criteria.
Requested modifications or variances to the Minimum Design Criteria will be reviewed on a case -by -
case basis and each on its own merit. Please note that variances to the Minimum Design Criteria
should be requested and approved during the permitting process prior to construction. After -
construction requests are discouraged by the Division and may not be approved, thus requiring
replacement or repair prior to certification & activation. [15A NCAC 02T .0116]
8. Gravity sewers installed greater than ten percent below the minimum required slope per the
Division's Gravity Sewer Minimum Design Criteria shall not be acceptable and shall not be certified
until corrected. If there is an unforeseen obstacle in the field where all viable solutions have been
examined, a slope variance can be requested from the Division with firm supporting documentation.
This shall be done through a permit modification with fee. Such variance requests will be evaluated
on a case -by -case basis. Resolution of such request shall be evident prior to completing and
submitting the construction certification. [ 15A NCAC 02T.0105(n)]
9. A copy of the individual permit and construction record drawings shall be maintained on file by the
Permittee for the life of the wastewater collection facilities. [15A NCAC 02T .0116]
10. Failure to abide by the conditions and limitations contained in this permit; 15A NCAC 02T; the
Division's Gravity Sewer Design Criteria adopted February 12, 1996 as applicable; the Division's
Minimum Design Criteria for the Fast -Track Permitting of Pump Station and Force Mains adopted
June 1, 2000 as applicable; and other supporting materials may subject the Permittee to an
enforcement action by the Division, in accordance with North Carolina General Statutes §143-215.6A
through §143-215.6C, construction of additional or replacement wastewater collection facilities,
and/or referral of the North Carolina -licensed Professional Engineer to the licensing board. [15A
NCAC 02T .0108(b-c)]
11. In the event that the wastewater collection facilities fail to perform satisfactorily, including the
creation of nuisance conditions, the Permittee shall take immediate corrective action, including
those as may be required by this Division, such as the construction of additional or replacement
facilities. 115A NCAC 02T .0110; 15A NCAC 02T .0108(b)]
12. The issuance of this permit shall not exempt the Permittee from complying with any and all statutes,
rules, regulations, or ordinances that may be imposed by the Division any other Federal, State, or
Local government agencies which have jurisdiction or obtaining other permits which may be

The following comments pertain to the initial review comments received for the Fast Track Sewer
Application for the subject project (WQ-0043594, Chatham Park South Pump Stations 1 & 2 and
Associated Force Main). Comments issued via email from Elaine Wild, received on January 18, 2024,
are incorporated below into the final comments.
1. Please provide clarification on whether, upon completion of the project, the permit will be
transferred from Chatham Park Investors, LLC to the Town of Pittsboro.
Yes, once the pump station is operational it will be transferred to the Town of Pittsboro.
2. The permit number provided for Big Buffalo WWTP is incorrect. Please correct the permit
number and resubmit Page 1 of the FTA.
The project will temporarily discharge to the Town of Pittsboro WWTP. The permit application
has been updated to list the Town of Pittsboro WWTP as the wastewater treatment facility.
When the future Sanford force main is active, we will submit a permit modification to correct
the WWTF and downstream sewer information listed.
Please clarify the receiving downstream sewer and receiving collection system information and
provide required permit numbers.
The project will temporarily discharge to the Town of Pittsboro WWTP. The permit application
has been updated to list the Town of Pittsboro WWTP as the wastewater treatment facility and
the Town of Pittsboro's WQCS is listed on the permit as well. This project will connect to a
manhole within the Town's treatment plant. As so, we did not list the downstream sewer
information since we discharge directly to the plant.
4. According to Section VIII.5. of the FTA, the proposed force main associated with PS1 will include
a total of 4,240 LF of 4" force main, however the aerial map indicates that PS1 is proposed to be
6" force main. Please clarify the diameter of the proposed force main and resubmit
corresponding parts of the FTA/map/narrative.
The proposed force main from PS1 is 4" and 4,240 linear feet. The aerial map has been
corrected to reflect this.
Additionally, according to the existing permit, PS1 is associated with 1,190 LF of 6"
FM. Please clarify that this modification replaces the 1,190 LF of 6" FM with 4,240 LF of
4" FM.
Correct, this package replaces the 1,190 LF of 6" force main with 4,240 LF of 4" force
main.
5. According to Section VIII.5. of the FTA, the proposed force main associated with PS2 will include
a total of 9,422 LF of 12" force main, however the aerial map indicates that PS2 is proposed to
