Subject: Close -Out of the Hammond Road (UT to Wildcat Branch) site, DWR Project #2008-

Dear Mr. Gainey:
This letter is in reference to the Hammond Road (UT to Wildcat Branch) stream and wetland
restoration site The project was constructed by Kenneth -West Grading of Raleigh, North Carolina
and is proposed to offset 0.16 acre of jurisdictional wetlands, 295 linear feet of perennial
jurisdictional streams, 0.0846 acres of isolated wetlands (previously filled) and 27,822 square feet
of Zone 1 Neuse River basin protected riparian buffer and 13,116 square feet of Zone 2 Neuse River
basin protected riparian buffer. This mitigation was required as a condition of the Division of
Water Resources' (DWR) issuance of DWR# 2008-0638v2.
On October 15, 2015, DWR met with David Gainey of Soil and Environmental Consultants
(S&EC) and Jean Gibby of the US Army Corps of Engineers (Raleigh office) to review this
mitigation site and the year five monitoring report prepared by S&EC dated February 2015. During
the site visit, several small beaver dams were noted and various vegetative exotics (pear, kudzu).
Mr. Gainey agreed to go in and remove the small dams and these exotic species (where practicable)
and provide another treatment in the spring. Based on the review of the information provided in the
monitoring report and the site inspection, the DWR has determined that all of the stream and
wetland mitigation requirements of DWR# 2008-0638v2 have been met and no further monitoring
is required.
