The North Carolina Division of Water Resources conducted an inspection of the Ledgestone Subdivision
WWTP on 2/13/2024. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0431.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Lauren Armeni, with the Asheville Regional Office (ARO), conducted a Compliance Evaluation Inspection of Ledgestone
Subdivision's deemed-permitted collection system on February 13, 2024. The inspection was conducted to determine
whether the system is being operated and maintained in compliance with deemed-permitted Collection System Permit no.
WQCSD0431. Juanita James (BORC, James & James Environmental), Hannah Turner (General Manager, James & James
Environmental), and Leif Clontz (Maintenance Technician, James & James Environmental) were present and assisted in the
inspection.
Spill and Response Action Plan: The following items should be added to the plan: 24-hour contact numbers, equipment list,
access to cleaning equipment & contractors, source of emergency funds, and site sanitation & cleanup materials.
Inspections: The annual inspection of the entire system is being conducted, but not documented. Ms. Armeni suggested to
Ms. James that she use the collection system map and circle/date the sections of the system that are inspected throughout
the year.
Manholes: The 2019 inspection indicated that the Miller Road manholes had various types of debris and possible decay of
the manholes shelf & invert, and signs of inflow & infiltration (I&I). At the time of the inspection, the manholes appeared to be
clear of debris and the invert looked good with no signs of I&I. However; the manhole lids had been moved from the snow
plow and were in need of repair. Additionally, the manhole second closest to the WWTP had excessive grease built up
inside. This grease should be removed and grease education materials should continue to be distributed semi-annually. On
February 15, 2024, Ms. James sent Ms. Armeni pictures of the repaired manholes along Miller Road.
There were six manholes that could be found and all were along Miller Road and at the entrance of the subdivision. No
manholes could be found throughout the subdivision, and the map did not list more than those six manholes. Ms. Turner
attempted to contact the engineer that created the map but could not get ahold of them.
