Nature of Activity (Description of project , include all features) The project will include the construction of an approximately 960 LF offshore rock sill to protect the shoreline on the National Parks Service property from erosion. This is a continuation of a previously permitted project (SAW - 2006 - 40176 -016) that was not fully completed due to lack of funding. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The purpose of the project is to provide shoreline erosion protection of approximately 960 feet of shoreline along the western portion of the National Park Service Harkers Island site. Description of Avoidance, Minimization, and Compensation (see instructions) The sill will be constructed within the water of Core Sound adjacent to the Harkers Island National Park Service land Avoiding all 'impacts to Section 404/10 is not possible since this project must be constructed in the water to alleviate shoreline erosion caused by wave action. Impacts are being minimized by avoiding existing known SAVs and peat layer outcrops. surveyed prior to the construction of the previously constructed portion of the sill to the south. Minimal amounts of fill are proposed to meet erosional needs, but additional fill is_ not proposed. QYes [-]No IF YES, DESCRIBE THE COMPLETED WORK A portion of the originally proposed rock sill was permitted in 2007, and constructed in 2008, but the entire project was not able to be completed due to funding constraints. The remaining portion of the rock sill is 960 LF and will be constructed in the original project footprint. A slight deviation from the originally permitted plan is proposed to remove an existing tie -in that will promote hydraulic flushing, and extend a previously planned tie -in to accommodate current erosional conditions. 25.
