The Pirate's Cove greenway is one of the oldest in the Town, having been constructed in the late 1970s — early 1980s. The greenway incudes and 80 -foot long, 8.5 foot wide boardwalk which runs parallel to a UT to Lynn Branch. There is also a sanitary sewer line that runs adjacent to and under the boardwalk. The stream channel has migrated and overwidened and is undermining the concrete piers which support the boardwalk, threatening the structural integrity of the boardwalk and causing a potential safety hazard. In addition, the boardwalk would hinder access to the sanitary sewer line if repairs needed to be made. The Town proposes the replace the existing boardwalk with a 114 -foot long. 8.5 foot wide concrete slatted (PermaTrak) boardwalk. We are proposing to realign the new boardwalk upslope and away from the stream bank as much as is feasible considering topography and property lines. The boardwalk will have slats that allow water to drain from the deck surface. The total area of the new boardwalk will be 969 square feet, although 400 square feet are located within the footprint of the old boardwalk and paved greenway trail (sections of the pavement will be removed), for a total of 569 square feet of Zone 1 impact. Per my conversation with Jennifer Burdette on Monday, November 16, this project is being proposed under the Allowable use of protection of existing structures. No mitigation should be required. Explain the purpose of the proposed project: The purpose of this project is to replace an existing boardwalk that is being undermined by the stream. (See photographs). A new concrete slatted boardwalk will be constructed approx.. 4 -5 feet upslope and away from the stream bank and a sanitary sewer line that runs along and in the stream bed. 3f. Describe the overall project in detail, including the type of equipment to be used: The existing boardwalk is 8.5 feet wide and 80 feet long. The stream on -site has migrated toward the boardwalk and is eroding and undermining the existing concrete pier supports (see photos). There is also an eight inch sanitary sewer line beneath the boardwalk. The proposed project involves removal of the existing boardwalk by cutting the wood posts flush with the top of the existing piers. The proposed boardwalk is 8.5 feet wide and 114 feet long and will be composed of concrete slats (PermaTrak) which allows water to drain off the deck surface. The new boardwalk will be constructed approximately 4 -5 feet upslope, partially within the existing boardwalk and concrete walkway footprint. The proposed boardwalk is longer than the existing and will replace paved trail with slatted decking. Standard construction equipment (backhoes, etc.) will be used for this project. 4.
