Bowers Pretreatment Coordinator Narrative CITY OF HICKORY 2023 PRETREATMENT ANNUAL REPORT The Pretreatment Annual report submitted by the City of Hickory contains information from January 1, 2023 — December 31, 2023. During this period, 15 industries were monitored. JANUARY - JUNE 2023 • POTW monitoring for fourteen (14) industries occurred. Thirty-one (31) monitoring events were conducted by the City of Hickory. • Self-monitoring by fourteen (14) industries occurred. Seventy-five (75) self-monitoring events were conducted. • Two (2) industries were in SNC for limits violations for cyanide and phenol. • One (1) industry was in SNC for reporting violation. • Twelve (12) industries were sent thirty-nine (39) [self-monitoring data —twenty-four (24); City of Hickory data —fifteen (15)] notices of noncompliance with the Industrial Monitoring Program. JULY - DECEMBER 2023 • POTW monitoring for fourteen (14) industries occurred. Thirty-three (33) monitoring events were conducted by the City of Hickory. • Self-monitoring by fourteen (14) industries occurred. Ninety-seven (97) self-monitoring events were conducted. • Two (2) industries were in SNC for limits violations for phenol and pH. • Thirteen (13) industries were sent thirty-eight (38) [self-monitoring data —twenty-four (24); City of Hickory data —fourteen (14)] notices of noncompliance with the Industrial Monitoring Program. Other Information: • A copy of the Division's Pretreatment Program Database has been included for each WWTF with an active PT program. The following corrections need to be made. Changes are reflected on the sheets attached. 1. Morgan Bowers is the primary contact. Her title is Pretreatment Coordinator and she attended the PAR workshop on 219/2023. 2. David Cox new phone number is (828) 323-7689. His job title is Public Utilities Environmental Manager. 3. Henry Fork WWTP CIU's number should be changed to 0. 4. Both Henry Fork's and Northeast's Program CIUs number should be changed to 0. 5. Henry Fork's NPDES Effective Date should be 10/1/2023. 6. Henry Fork's NPDES Expire Date should be 7/31/2028. 7. Both Henry Fork and Northeast's Current Fiscal Year PCI Done date should be 616/2023. 8. Both Henry Fork and Northeast's Last Audit date should be 6/6/2023. 9. Both Henry Fork and Northeast's Audit Year Next date should be 27/28. • IDSF data listed as "not required" for a semi-annual period indicates that the corresponding industry does not have permit requirements for said parameter and that the monitoring for the other semi-annual period was conducted to satisfy LTMP and/or MMP requirements only_ • Ward Hosiery (IUP#: 0027) closed on March 3, 2023. Their permit was rescinded and approved on April 17, 2023. Additional documentation attached, see Additional Information. • Cataler North America was a new SIU with a permit start date of 7/1/2023 and an approval date of 4/17/2023. Previous SNC Information: NONE Pretreatment Program Element Updates: • IWS was due on October 1, 2023. Initial mailings were sent on January 20, 2023. IWS was submitted on August 10, 2023. • Henry Fork (NC0040797) HWA was due on April 1, 2023. Submittal date was March 13, 2023. • Northeast (NC0020401) HWA was due on August 1, 2023. Submittal date was June 9, 2023. • Northeast IU permit renewal applications expire on July 7, 2024. Renewal applications have been received. Permits and other documents are being prepared at this time for submittal. Additional Information: The Sock Factory #0017 • The Sock Factory was in SNC for a permit violation of exceeding the TRC limit for cyanide during the 1st semi-annual period of 2023. • The Sock Factory was also in SNC for permit violation of reporting for the 1st semi-annual period of 2023. Details for this violation can be found in the Notice of Violation in Additional Information. • The SIU was contacted by phone and made aware of these violations and was sent an NOV with an assessment for civil penalties on July 7th, 2023. Within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits(i.e.,an updated IWS,or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users(SIUs).Pursuant to 15A NCAC 2H .0907(b)either the Division or the permittee may initiate pretreatment program revisions. I have attached a copy of the Notice of Violation with civil penalty in the amount of$200.00 that was originally sent via a-mall and USPS on 7/7/2023. The required actions detailed in the NOV are due 30 days from notification on 7/7/2023. Please take note that one of your requirements is submitting resample data with can take time from your contract lab. I urge you to contact them as soon as possible to ensure the report can be submitted in the time frame required. The violations will also be listed in the Pretreatment Annual Report that is submitted to NCDEQ.The facility and accompanying violations will also go to Public Notice in the local newspaper in January 2024. Please ensure that the facility isn't in Significant Non-Comp[iance for the same violations during the current period.
