Aqua is requesting a waiver of any upstream sampling requirements set forth in general
permit NCG590042. We are unable to collect samples at the location relevant to upstream of
the discharge site due to no upstream flow being present. We request the waiver be
retroactive from the date of the approved permit, which was 09/01/2023. Please see
attached photographs of the upstream sampling site for the justification of our request.
