The project entails construction of approximately 25 miles of 12-inch, 8-inch, and 6-inch diameter high- pressure steel natural gas distribution pipeline in Cabarrus and Rowan Counties, North Carolina. Most of the pipeline will be installed using open -cut trenching methods; however, several sections of pipeline will be installed using trenchless methods including auger bores or horizontal directional drills (HDDs). Due to the length of the proposed project, minor impacts to jurisdictional waters will occur. Although placement of the pipeline and subsequent maintenance of the easement will not result in a loss of Waters of the U.S. (WOTUS), written authorization from the U.S. Army Corps of Engineer (USACE) under NWP No. 12 is required prior to construction. The project will comply with the conditions in the North Carolina Division of Water Resources (NCDWR) WQC GC No. 4244; therefore, no written approval is required. Written authorization from the U.S. Army Corps of Engineer (USACE) under NWP No. 12 is required prior to construction because the work area will exceed 40 feet in width. Based on the diameter of the proposed pipeline and the type of equipment required to install a pipeline of this size, DENC considers a construction corridor that is 50 feet wide to be the minimum necessary to accommodate its installation in a safe manner. However, the project will comply with all applicable conditions in the NCDWR WQC GC No. 4244; therefore, no written approval from NCDWR is required and this PCN submittal should be considered a courtesy notification. General Project Information The proposed pipeline is located within portions of Enochville, Town of Landis, City of Kannapolis, Town of China Grove, and City of Concord, Cabarrus and Rowan Counties, North Carolina. The beginning of the project area is located at the intersection of North Enochville Avenue with W.C. Street (35.516502, -80.670233). The project area extends along North Enochville Avenue until its intersection with Cannon Farm Road (35.535005,-80.665604). The project area extends east along Cannon Farm Road, where the road then becomes Mt. Moriah Church Road, continuing east along Mt. Moriah Church Road until its intersection with Kimball Road (35.557314,-80.595796). The project area then extends south along Kimball Road, where the road becomes Coach Deal Road, then Bostian Road. The project area extends east along Daugherty Road at its intersection with Bostian Road (35.543488,-80.587890), where it continues until the intersection of Daugherty Road and Lentz Road (35.544980,-80.550331). The project area extends south on Lentz Road to its intersection with Old Beatty Ford Road (35.534855,-80.550313). The project area continues southeast along Old Beatty Ford Road until its intersection with Old Concord Road (35.521604,-80.532321). The project area continues southwest along Old Concord Road, where it becomes Old Salisbury -Concord Road once in Cabarrus County, until it becomes Cabarrus Avenue west of Cold Water Creek. The project area then continues southeast at the intersection of Cabarrus Avenue and Deal Street (35.421653, -80.568646). The project area continues east at the intersection of Deal Street and Keenan Drive (35.414218,-80.563689), where it then turns south at 35.414717,-80.562755 crossing Corban Avenue in a cross-country portion of the route, then continues along Summit Drive to its intersection with Crestside Drive (35.410916,-80.561516). The project area then continues to the southwest along Corban Avenue at its intersection with Crestside Drive (35.411826,-80.564226), to the east side of Threemile Branch, then continues southeast along Branchview Drive to its intersection with Union Street (35.383845,-80.551244). A portion of the project area extends cross-country behind a shopping center located off Union Street until its intersection with Manor Avenue (35.388219,-80.562140). The project area terminates near the intersection of Manor Avenue and Warren C. Coleman Boulevard South (35.381385,-80.569698). The anticipated overall limits of disturbance (LOD) is approximately 114.39. Figures prepared for this PCN are attached. The project area consists mainly of maintained roadside, residential, commercial, institutional, and industrial development as well as open fields, agricultural fields, riparian areas, and wooded areas. Portions of the project area are within a water supply area of the Yadkin River Basin. Other portions of the project area are within a voluntary agricultural district, with a cattle farm present (35.434383,-80.554964). Representative photographs of existing conditions within the project area and features are attached. The project area is located in the following watersheds of the Yadkin Pee -Dee River Basin (HUC 03040105) of the USACE Charlotte Regulatory Field Office service area: Upper Coddle Creek watershed (HUC 030401050104) Upper Grants Creek watershed (HUC 030401050101) Cold Water Creek watershed (HUC 030401050202) Irish Buffalo Creek watershed (HUC 030401050203) Little Cold Water Creek (HUC 030401050201) Upper Dutch Buffalo Creek watershed (HUC 030401050303) The appropriate USGS Topographic Exhibits (Figure 2 Series) depict multiple streams, wetlands, and waterbodies within the project area. Similarly, the USGS NHD identified multiple streams, tributaries, waterbodies or flowlines within the project area. Secondary contact recreation means wading, boating, other uses not involving human body contact with water, and activities involving human body contact with water where such activities take place on an infrequent, unorganized, or incidental basis. Water Supply III waters are used as sources of water supply for drinking, culinary, or food processing purposes where a more protective WS-1 or 11 classification is not feasible. WS-III waters are generally in low to moderately developed watersheds. Water Supply IV waters are used as sources of water supply for drinking, culinary, or food processing purposes where a WS-I, II or III classification is not feasible. These waters are also protected for Class C uses. WS-IV waters are generally in moderate to highly developed watersheds or Protected Areas. Critical Area waters include the area adjacent to a water supply intake or reservoir where risk associated with pollution is greater than risk associated with pollution from the remaining portion of the watershed. The USFWS NWI dataset also identified multiple wetlands located within the project area. NWI wetland types within the project area include freshwater emergent (herbaceous), freshwater forested/shrub, freshwater pond, lake, and riverine. Review of the FEMA floodplain and floodway datasets indicated that portions of the project area are located within FEMA floodways and 100-year floodplain (Figure 3 Series). These areas are associated with the FEMA floodplains and/or floodways of Irish Buffalo Creek, Grants Creek, Cold Water Creek, and Threemile Branch. A summary of the information contained in the Pre -JD is provided below. Jurisdictional features located within the initial review area were delineated by S&ME on May 24-26, 2022; May 31, 2022; June 6, 2022; and June 10, 2022. The delineation was conducted utilizing currently accepted methods for wetland determination, as set forth in the 1987 Corps of Engineers Wetlands Delineation Manual and the Eastern Mountain and Piedmont Regional Supplement. When necessary, stream assessments were conducted in accordance with NCDWR and USACE guidelines. Subsequent trips to address additional workspace or re-routes that were determined to be needed by the engineering design team occurred on September 29 and December 7, 2022, as well as January 18-19, 2023; March 30, 2023; May 12, 2023; June 13, 2023; July 7, 2023; August 31, 2023; September 26, 2023; October 12, 2023; and November 15, 2023. Twenty eight jurisdictional streams (S1-S28), 31 jurisdictional wetlands (W1-W31), and five open water features (OW-1-OW-5) were identified in the field. Impacts to a majority of these features will be avoided, however. The jurisdictional features identified in the review area are summarized in Table 3 below and depicted on the Figure 5 Series. Perennial stream flowing into culverts in a S28 Stream wooded area located on the south side of Manor 38 Avenue. Herbaceous wetland on the north side of Warren W30 Wetland Coleman Boulevard, east of its intersection with 0.02 Manor Avenue. Herbaceous wetland located at the toe -of -slope on the northern side of Warren Coleman W31 Wetland 0.92 Boulevard, west of its intersection with Manor Avenue. Description of the Proposed Work DENC is planning to install approximately 25 miles of 12-inch, 8-inch, and 6-inch diameter high-pressure steel natural gas distribution pipeline in Cabarrus and Rowan Counties, North Carolina. The new natural gas pipeline will be compatible with federally mandated safety and inspection requirements and is necessary to provide service for the existing and expanding customer base in the area. A majority of pipeline construction will occur within existing road right-of-way (ROW). The workspace will generally extend from the edge of pavement to the outside edge of the ROW. However, several pipeline sections and/or associated workspaces will also be located on private property directly adjacent to the road ROW. Other pipeline sections and/or associated workspaces will be located within cross-country portions and new maintained easements. The project will include a laydown yard and staging areas to support construction of the pipeline. Most of the pipeline will be installed using open -cut trenching methods; however, several sections of pipeline will be installed using trenchless methods including auger bores or HDDs. Construction of the pipeline will first involve demarcation of construction limits, jurisdictional boundaries, and other associated workspaces. Appropriate erosion and sediment control (E&SC) measures will be installed as construction proceeds to help prevent sedimentation of adjacent jurisdictional features. Grubbing or below -ground vegetation removal outside of trenching or for safety will be limited within streamside areas. Following preparation of the workspace area and installation of necessary E&SC measures in upland areas, the trench will be excavated along the "non -working" side of the workspace. In general, lengths of the new pipe will be trucked to the site from temporary storage yards, strung along the workspace, and placed on skids (wooden pedestals). Specialized machines will be used to bend individual segments of pipe to fit the contours of the trench where necessary. The pipe segments will be heat -welded together, x- rayed, the structural integrity and surface coating inspected, and then lowered into the trench. Permanent 11 Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 trench breakers (temporary barriers generally constructed of sandbags or similarly suitable material) will then be installed where necessary and then the trench will be backfilled. Affected areas will then be "cleaned up" by grading, temporary and permanent seeding, and mulching to restore the area as closely as possible to pre -disturbance contours and conditions. Subsurface disturbance will only be conducted within the trench line at wetlands and stream crossings. Stump removal or light grading may occur on the working side of the LOD if required for safety reasons. In wetland areas, the work will be performed from the timber mats placed along the working side of the LOD. In certain areas, including wetlands and fields supporting crops, efforts will be made to segregate topsoil from the subsoil. In areas where segregation of the subsoil and topsoil is required, the topsoil will be replaced last. Portions of the trench may require dewatering or "padding" to prevent large rocks or other debris from coming in contact with the pipe. All work within wetlands and streams will be conducted in accordance with the applicable general conditions of the permits. Best management practices (BMPs) will be employed at all stream and wetland crossings to help prevent siltation or inadvertent discharges to a Water of the U.S. Typical construction details and drawings associated with stream and wetland crossings are attached. Proposed Project Impacts Project wide wetland and stream impacts are summarized in Tables 4 and 5, respectively, and depicted on the Figure 6 Series. Stream and wetland impacts will result from temporary sidecasting of earthen material to install the pipeline. Note that all stream impacts will be temporary. For S10 and 512, temporary stream impacts will result from a temporary bridge crossing necessary to accomplish tree clearing for the HDD path. Temporary impacts are not anticipated for S11 because tree clearing will occur up to its right bank and the stream will not be crossed. Permanent wetland impacts will result from conversion of forested wetlands to herbaceous wetlands within the permanent workspace easement rights acquired to install the pipeline. The areas surrounding S5, S7, S9, and S18 will be permanently maintained. The area surrounding S17 will not be permanently maintained. Workspace at S7 will exceed 50 feet in width; however, coordination with NCDWR personnel, Robert Scheller, on February 29 and March 1, 2024 verified that compliance with activity specific condition number three (3) for the WQC should still be met as the additional 20' of workspace is over a culverted portion of the stream and the pipeline will be installed above the culvert. Therefore, no additional stream impacts are anticipated within this portion of the LOD. The NCNHP responded with a July 10, 2023 report that listed element occurrences, natural areas, and managed areas within the project area and within a one -mile radius of the project area. The NCNHP database review identified one element occurrence for the eastern creekshell (Vi((osa de(umbis), which does not hold a federal protection status and two managed areas (City of Concord open space and Town of Landis open space) within the project area. No natural areas were documented within the project area. The NCNHP database review identified two additional element occurrences within a one -mile radius of the project area. One record is for the eastern creekshell and the other for the rusty -patched bumble bee (Bombus affinis), which is listed as federally endangered. The rusty -patched bumble bee occurrence was observed in 1919. Within a one -mile radius of the project area, one natural area, the YAD/Dutch Buffalo Creek Aquatic Habitat, was identified. Nineteen additional managed areas were recorded within a one -mile radius of the project area (City of Concord — McEachern Greenway, two City of Concord open spaces, a NCDOT mitigation site, a Rowan County open space, the Town of China Grove Community Center and two open spaces, Town of Landis — Lake Corriher, Town of Landis Community Park, five Town of Landis open spaces, a Cabarrus Soil and Water conservation district easement, two North Carolina Division of Mitigation Services easements, and two Three Rivers Land Trust easements). 13 Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 S&ME also consulted the USFWS IPaC database system for a list of species having potential to be directly or indirectly affected by activities in the project area. Copies of the NCNHP and USFWS IPaC reports are attached. Tricolored Bat Status: Proposed Endangered Biological Determination: May Affect, Not Likely to Adversely, Affect The tricolored bat is small, varying from 2.8 to 3.4 inches long with a wingspan of 8 to 10 inches. It is distinguished by its unique tricolored fur which often appears yellowish to nearly orange. The species range stretches from the eastern and central United States north to southern Canada, and south into Central America. This species overwinters in caves and abandoned mine shafts but is known to frequently roost in road -associated culverts in the southern United States where caves are scarce. During the spring, summer, and fall - collectively referred to as the non -hibernating seasons - tricolored bats primarily roost among live and dead leaf clusters of live or recently dead deciduous hardwood trees. In the southern and northern portions of the range, tricolored bats will also roost in Spanish moss (Tillandsia usneoides) and Usnea trichodea lichen, respectively. In addition, tricolored bats have been observed roosting during summer among pine needles, eastern red cedar (Juniperus virginiana), within artificial roosts like barns, beneath porch roofs, bridges, concrete bunkers, and rarely within caves. Female tricolored bats exhibit high site fidelity, returning year after year to the same summer roosting locations. Female tricolored bats form maternity colonies and switch roost trees regularly, while males roost singularly. Riparian areas and roost habitat with a closed canopy has been shown to be preferred by tricolored bat. The species tends to avoid deep woods or open field habitat. Foraging is often done over water bodies such as rivers or lakes where insect populations are typically highest. 14 Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 Wooded portions of the assessment area exhibited suitable habitat for tricolored bat. Note, however, that this species is listed as Proposed for Endangered, and is not currently subject to Section 7 consultation. Although, this species may be up -listed as early as early 2024. To assess the effect of the clearing on potential foraging habitat, S&ME reviewed 2022 aerial photographs and used the 2021 National Land Cover Database (NLCD) in GIS to determine the amount of potential summer foraging habitat (forested area) that would be affected by the proposed project in relation to that of the surrounding area. The project LOD area consist of approximately 114.39, with approximately 8.14 acres (7.1 percent) which are considered forested (deciduous/evergreen/mixed forests). The remaining 106.25 acres of the project disturbance footprint consist of non -forested areas, including developed open space, developed low/medium/high intensity, barren land, shrub/scrub, herbaceous, hay/pastureland, cultivated crops and the existing, maintained NCDOT ROW, which is already cleared of woody vegetation. To compare the amount of forested area affected by the proposed project to the surrounding area, S&ME established a one -kilometer corridor centered along the proposed limits of disturbance. Land area within the one -kilometer corridor totals approximately 19,493.42 acres. Based on the land use classifications determined by the 2021 National Land Cover Database, approximately 8,539.90 acres of the 19,493.42 acres (43.8 percent) within that corridor are considered wooded. Accordingly, the 8.14 acres of tree clearing associated with the project will result in a negligible reduction in the percentage of forestland within the one -kilometer corridor. With respect to tricolored bat, it is our opinion that the project may affect but is not likely to adversely affect this species, and will notjeopardize its continued existence for the following reasons: A majority of the pipe will be installed within the maintained NCDOT ROW along existing transportation corridors, where suitable habitat is not present. Areas where much of the tree clearing is required are generally minimal or consist of isolated trees, sparse clusters, or roadside brush. Although limited tree clearing for implementation of the proposed project will occur, efforts will be made to avoid major clearing operations of contiguous forested areas during the pup season (April 15th to July 30th) as the schedule permits. It is anticipated that minor tree clearing and removal of trees within non-contiguous areas will occur within this time period. The NCNHP report did not identify records of tricolored bat in the vicinity of the project area. Ample forested areas that can serve as suitable habitat for this species are located in the greater vicinity, and the project will have a minimal effect on such areas within one kilometer of the project route. In the event that tree clearing associated with the project occurs after tricolored bat is listed, DENC proposes the following mitigative measures: Notify the USACE/USFWS to determine if additional consultation is required. Prior to construction, bridges and culverts greater than 36-inches in diameter within the project limits of disturbance will be surveyed for the presence of bats. Efforts will be made to limit major clearing of contiguous forested areas during the pup season (and April 15th to July 30th) as the project schedule permits. 15 Pre -Construction Notification s M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina I Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 Monarch Butterfly Status: Candidate Biological Determination: Not Applicable for Candidate Species The monarch butterfly is a stunning bright orange insect with scattered white dots and black vein -like markings. The monarch butterfly's scientific name, Danaus p(exippus, translated in Greek means "sleepy transformation" in reference to the species hibernation and metamorphosis. The monarch butterfly is also one of the few insect species that migrate. Monarch butterflies fly up to 2,500 miles from their breeding grounds in the United States and Canada to their overwintering spots in central Mexico. Milkweed plays an essential role in monarch butterfly species survival. This flowering plant is the only food source for monarch butterfly larva. Monarch caterpillars gain toxicity from eating the plant, and these toxins are stored in their bodies making them poisonous to predators. Monarch butterflies maintain this toxicity into adulthood. Major threats to the monarch butterfly are habitat loss and climate change. Pesticide use also contributes to the decline of monarch butterflies. As a candidate species, there is no federal protection currently afforded to the monarch butterfly. However, the USFWS appreciates its inclusion in assessments. Suitable habitat exists in the project area and areas containing milkweed were observed, although no individuals of monarch butterfly were observed during the site assessments. A biological determination for the monarch butterfly is not applicable to the proposed project as the monarch butterfly is a candidate species. Michaux's Sumac Status: Endangered Biological Determination: No Effect Michaux's sumac is a rhizomatous, densely hairy shrub with erect stems approximately one to three feet in height. The compound leaves are evenly serrated, oblong to lanceolate, acuminate leaflets. Flowers are small, borne in a terminal, erect, dense cluster and are greenish yellow to white in color. Michaux's sumac flowers between June and July and the fruit, a red drupe, is produced through the months of August to October. Michaux's sumac grows in sandy or rocky open woods in association with basic soils, surviving best in areas where some form of disturbance has provided an open area. In North Carolina, observed populations have been identified on highway rights -of -way, roadsides, or on the edges of artificially maintained clearings. It is commonly observed with species such as pitchfork crowngrass (Paspa(um bifidum), woodland sunflower (He(ianthus divaricatus), Carolina fluffgrass (Tridens caro(inianus), winged sumac, green silkyscale (Anthaenantia vi((osa), skeletongrass (Gymnopogon sp.), and woolysheath threeawn (Aristida (anosa). This species does not tolerate shade or wet soils. The project area did exhibit suitable habitat for this species although no individuals of Michaux's sumac were observed. Based on our pedestrian field review, it is not anticipated that this project will affect this species. 16 Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 Schweinitz's Sunflower Status: Endangered Biological Determination: No Effect Schweinitz's sunflower is one of the rarest species in the U.S. It is found only in the lower piedmont of North and South Carolina. Only 90 populations are known to exist with less than ten of the sites where it occurs being protected. This sunflower blooms late, from August to the first frost. Its flower is comprised of relatively small, yellow disk flowers, and yellow ray flowers. The plant typically grows anywhere from three to six feet tall. Geology and soils greatly influence the restricted distribution of the species. Schweinitz's sunflower requires frequent disturbance and little competition, as well as abundant sunlight to thrive. That's why the plant is most abundant on unforested roadsides, electric utility corridors, and other permanently maintained openings. Accordingly, the project area consists of suitable habitat for this species. The optimal survey window for this species is late August through October. S&ME conducted surveys for this species in 2022 and 2023 during the optimal survey window period and individuals of Schweinitz's sunflower were not observed. Based on our pedestrian field review, it is not anticipated that this project will affect populations of this species. Bald Eagle Status: Bald and Golden Eagle Protection Act Biological Determination: No Effect Bald eagle is a large raptor with a wingspan of approximately seven feet. Adult individuals of this species have a mainly dark brown plumage with a solid white head and tail. Bald eagles develop adult plumage in the fifth or sixth year. Juveniles of the species exhibit a chocolate brown to blackish plumage with occasional occurrences of white mottling on the tail, belly, and under -wings. Bald eagle's primary diet consists of fish. However, it will feed on birds, mammals, and turtles when fish are not available. Bald eagle is associated with coasts, rivers, and lakes, usually nesting near large bodies of water where it feeds. Nesting habitat in the Carolinas usually occurs in large pine trees along the edge of large bodies of water. The nearest large waterebody (river) is located over 0.5-mile from the project area. project area does contain suitable habitat for bald eagle, but no potential bald eagle nests or individuals of this species were observed during the site assessments. Therefore, the project should have no effect on bald eagle. Historic and Archaeological Resources To help determine the project's compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, S&ME provided a scoping letter to the NCSHPO requesting comments on the project on May 26, 2022. The NCSHPO responded with a July 28, 2022 letter requesting a comprehensive archaeological survey of the portions of the project corridor that have not been previously surveyed and are outside of existing ROW and preliminary reconnaissance photographs and brief descriptions of the structures that are 50 years or older directly within the Area of Potential Effects (APE) or directly adjacent to above ground appurtenances. S&ME conducted a Phase I Archaeological Survey in July 2023. As a result of the investigations, no new archaeological sites were identified and the locations of nine previously recorded archaeological sites 17 - Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 (31CA178 through 31CA180, 31 RW0068, 31 RW0253, and 31 RW0257 through 31 RW0260) were revisited. Sites 31 CA178 through 31CA180, 31 RW0253, and 31 RW0257 through 31 RW0260 were recommended not eligible for inclusion in the National Register of Historic Places (NRHP) when they were first recorded and no evidence of each of the sites was identified during the current survey. Site 31 RW0068 was recorded as an Archaic and Early Woodland habitation site that was not assessed for NRHP eligibility. S&ME was unable to re -locate site 31 RW0068 during the current survey and it is the recommendation of S&ME that the proposed project will have no effect on 31 RW0068. It is the opinion of S&ME that no significant resources will be affected by the alignment as currently proposed. As such, S&ME recommends that no additional archaeological investigations are necessary at this time. However, if the alignment changes additional archaeological investigations and consultation with the NCSHPO may be necessary. Also in July 2023, S&ME provided the NCSHPO with additional information regarding the standing structures that are 50 years of age or older within or directly adjacent to the proposed project's APE in a letter report (included as an appendix). The report contained summaries, photographs, and figures for each structure identified. The NCSHPO responded in a letter dated December 1, 2023 (included in the appendix) after requested edits were completed from previous letters and stated that the NCSHPO concurs that no archaeological resources will be affected by the proposed undertaking and no further archaeological work is necessary in association with the proposed undertaking. The NCSHPO also responded with a letter dated December 14, 2023 stating that due to the nature of the proposed work, the project will have no adverse effect on historic properties based on a couple of conditions being implemented during construction detailed in the letter (included in the appendix). An addendum to the previously submitted reports to NCSHPO will be provided to the agency concurrently with this submittal, which investigated areas of change in the LOD. S&ME has concluded that no additional findings occurred and will be recommending no additional cultural resource work will need to be conducted as the project is currently designed. Avoidance and Minimization The proposed pipeline was routed to minimize stream and wetland impacts by utilizing areas that have been previously developed (i.e., the NCDOT ROW) to the extent practicable. At stream crossings, a by- pass pump will be used to divert clean water flow around the work area until the stream crossings are completed. Once work affecting streams and wetlands is initiated, it will be carried out to completion in an expeditious manner to minimize the period of disturbance. Typical details for a temporary coffer dam and pump methodology for isolation of the trench excavation were included in the information submitted online with the e-PCN. Project BMPs used in connection with the conventional stream and wetland crossings include the following: The crossings will be executed in as minimal amount of time necessary. Sufficient equipment to execute the crossings in an expeditious, environmentally responsible manner will be available on site prior to initiation of the crossing. Efforts will be made to perform the crossings during anticipated low -flow conditions. In Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 Local weather conditions will be monitored such that, to the extent possible, stormwater events will be avoided during and immediately following installation of the pipe. The crossing will be monitored during installation by personnel experienced in stream and wetland crossing procedures, familiar with site conditions, and knowledgeable of North Carolina environmental regulations. The monitor shall have the authority to stop work should conditions change, and if additional or different measures are needed. The upstream and downstream portions of the stream crossing point will be sealed to isolate the crossing for pipeline installation "in the dry." Clean steel plates, sandbags, or similar measures will be inserted to temporarily dam the flow. Steel plates will be cleaned prior to use on streams using biodegradable products or heat. On both sides of the installed plates (both upstream and downstream) sandbags will additionally be placed to secure the plates, reinforce the damming of water, and provide a secondary barrier to seepage. The excavated trench will be monitored for groundwater intrusion and, if noted, excess water will be pumped to a discharge site located 50'- 100' from the top of bank of the receiving stream. Discharged water from the trench will be filtered through an appropriate E&SC measure. Timber mats will be placed "in the dry' portion of the stream for installation of the pipeline. The top 6-12 inches of streambed and wetland substrate will be stockpiled separately from the subgrade material and kept saturated during the installation. Pumps will be obtained and staged prior to executing the crossing. Back-up pumps shall be kept on -site should the primary pump(s) malfunction, or to control high flows. All pumps will have screened intakes and will be placed in secondary containment for the duration of the installation. In the event an unforeseen weather event occurs during installation, pumps near the crossing will be monitored 24 hours a day until normal flow conditions are present. Pump flow rates will be monitored to ensure adequate flow is achieved such that water neither accumulates behind the upstream dam nor is discharged too rapidly on the downstream side. At the downstream discharge location, flow discharge rates shall be controlled such that scouring of the stream bed and/or banks does not occur. Efforts will be made to aerate the water prior to its downstream discharge into the receiving stream. Removal of instream control devices will be conducted in such a manner as to allow a gradual re- introduction of flowing water into the channel. Streambanks and wetlands will be restored in a careful manner, achieving pre -construction contours and pre -disturbance conditions to the extent practical. Affected streambanks and wetlands will be monitored for stability following construction and for the duration of the pipeline construction. Restoration will be considered complete when herbaceous vegetation reaches 80-percent coverage. All disturbed areas on streambanks and wetlands will be seeded with a customized seed mix that will extend ten feet landward of the jurisdictional boundary. Streambanks temporarily affected by trenching will be stabilized with a native seed mix specifically designed for riparian areas, and with biodegradable coir blanket. The affected wetland areas will be seeded with the native seed mix too; however, no heavy mulching will occur within the wetland. Construction equipment operating near the streams and wetland areas will be limited to that necessary for excavation, pipe installation and restoration activities. Vegetation near the streams and wetlands will be cut at ground level, leaving existing root systems in place to promote re- g rowt h. 19 Pre -Construction Notification M-071 Kannapolis —Concord High Pressure Expansion Dominion Energy North Carolina Cabarrus and Rowan Counties, North Carolina DENC Project No. 0070297 The project has been designed to incorporate appropriate erosion and sediment control practices outlined in the most recent version of the "North Carolina Erosion and Sedimentation Control Planning and Design Manual" and approved by the North Carolina Department of Environmental Quality (NCDEQ) prior to construction. Following the construction, the temporarily affected streambanks and wetlands will be restored in accordance with the project construction documents. Temporarily disturbed streambanks and wetland areas will be restored to their original contours and conditions to the degree practicable upon project completion. Unless otherwise authorized by the appropriate permits, no fills or spoils will be permanently placed within wetlands or along streambanks. Further, disturbed streambanks will be permanently stabilized using coir matting (with no plastic or nylon) and native vegetative cover. Additional details are provided in the General Restoration Plan (attached). Additional Required Environmental Permits Because the combined workspace and access routes for the proposed project will exceed 1.0 acre of land disturbance, submittal of an E&SC Plan to the NCDEQ Division of Energy, Mineral, and Land Resources (DEMLR)for approval will be required. The pipeline alignment and associated workspace will cross FEMA 100-year Floodplains and Regulatory Floodways. Submittal of a Floodplain Development Permit to the City of Kannapolis, Town of Landis, Rowan County, and City of Concord for approval will be required. The pipeline alignment and associated workspace will encroach within various riparian buffer zones in Cabarrus County. Mitigation The project will not result in the loss of wetlands or Waters of the U.S. In addition, the conversion of forested wetlands to herbaceous wetlands is less than 0.1 acre, and all affected areas will be restored to original contours and conditions. Therefore, purchase of wetland mitigation credits is not required. No permanent stream impacts are proposed. Structure RW1673 is identified as a circa 1954 commercial building, which was identified and determined as ineligible for the NRHP in 2010. Examination of aerial photographs of the area indicates that structure RW1673 remained extant until late 2013 but was demolished before late 2014 as part of the construction of Coach Deal Road, between South Main Street and US Highway 29 (Figures 8-10). Structure RW1411, the Moses Ketner house and Farm, is also recorded as being adjacent to the proposed project area, but is identified in HPOWEB as no longer extant, being demolished between 1998 and 2006. Moreover, 16 previously unsurveyed resources greater than 50 years of age (MP1—MP16) were photographed during fieldwork. The structures are described below, from northwest to southeast, and photographs are attached. MP-1 Structure MP-1 is a circa 1965 residence that is located at 2605 West C Street, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The house is a single story, frame residence with a cross -gabled roof and brick veneer exterior (Figures 12 and 13). The front elevation is four bays wide. The east two bays are recessed beneath an engaged porch, supported by square wooden posts, and consist of an entry door and a paired one -over -one vinyl sash window; the remaining two bays are single one -over -one, vinyl sash windows and the bay adjacent to the porch is the front -gabled section, which has cornice returns. Along the east elevation, there is a side -gabled addition, which appears to be an original open carport that has been enclosed with large one -over -one, vinyl sash windows and vinyl siding, as well as an entry door. There is a brick chimney visible above the roofline between the main house and the enclosed addition. On the north elevation are two single one -over -one, vinyl sash windows. The house appears to sit on a full basement level, as there are two horizontal sliding, vinyl frame windows along the front elevation near the foundation of the house. MP-2 Structure MP-2 is a circa 1970 commercial building that is located at 2720 West C Street, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The building is a one-story, concrete masonry unit structure with a rectangular form and a flat roof, with a parapet along the front (south) elevation; the exterior of the building is covered with brick veneer (Figure 14). A hip -roofed porch, with a central gable, which is supported by square wood posts with arched spandrels, covered the full front elevation. The porch roof is covered with standing -seam metal. There is an off -center, modern metal and glass double entry door, flanked by large one -pane display windows on either side; to the west there are five windows and to the east there are two. MP-3 Structure MP-3 is a circa 1970 residence that is located at 100 Timway Drive, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The house is a single story, frame residence with a side -gabled roof and a rectangular form (Figures 15-17). The structure has a three -bay central block, with a central entry door flanked by a single eight -over -eight, double -hung, wood sash window, with a decorative wood panel beneath, on either side. The entire central block is covered with an engaged porch, which is supported by square wood posts. To the north, there is a slightly recessed one-story section, built to resemble the wings on a colonial residence; this one -bay section has a single eight -over -eight, double -hung, wood sash window with decorative lower wood panel. On the east elevation, there are two single six -over -six, double -hung, wood sash windows. The south elevation has an attached carport, which is supported by a knee wall and brick columns and a central metal post. Along the rear wall of the carport is an enclosed storage room, which was common among Ranch residences during this period. The south elevation has a side entry door and two single six -over -six, double -hung, wood sash windows. West of the house is a one-story, front -gabled, frame garage that is covered with vinyl siding. MP-4 Resource MP-4 is a circa 1970 residence located at 102 Timway Drive, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The house is a split-level form, with a cross -gabled roof (Figures 18 and 19). The south section of the house is front -gabled and has two stories, with two bays on the front elevation; both the lower level and the upper level have two single six -over -six, vinyl sash windows. The north section is one-story, with a side -gabled roof. The south bay is the entry door, which is located beneath a one -bay, shed -roofed porch that is supported by turned wooden posts; the north bay is a projecting tripartite picture window, with a 16-pane central picture window flanked by a four -over -four window on either side. The north elevation has no openings, while the south elevation has two single windows on the upper story and a single window and triple French -style door on the lower story. The rear elevation has two shed -roofed porches, one attached to the side -gabled section and one attached to the front -gabled section. The first story of the front - gabled section and the entire side -gabled section is covered with brick veneer, while the upper story of the front - gabled section is covered with vinyl siding; the roof is covered with composition shingles. MP-5 Structure MP-5 is circa 1970 residence that is located at 104 Timway Drive, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The house is a two-story building with a basic rectangular form, with a side -gabled roofline and attached one-story garage (Figures 20 and 21). The front elevation of the main window and to the west is a paired one -over -one, vinyl sash window, which projects slightly from the main elevation and creates a shed -roofed porch that covers the door, supported by a turned wooden post. The first story projecting bay connects to the side -gabled garage, which is attached to the north elevation; the garage has two single one -over -one, vinyl sash windows on the east elevation. The upper story of the front elevation has four one -over -one, vinyl sash windows that are unevenly spaced along the fagade. The south elevation has no openings on the first story and two single one -over -one windows on the upper story; the north elevation has no openings except the garage doors of the attached garage, but there is an exterior brick chimney between the main block and the garage. The exterior of the house is brick veneer on the lower story and vinyl siding on the upper story; the roof is composition shingles. Behind the house, to the west, is a single story, front -gabled garage that has vinyl siding on its exterior. MP-6 Resource MP-6 is a circa 1970 residence located at 200 North Enochville Avenue, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 2 and 11). The house is a one-story, cross -gabled, Ranch form with a brick veneer exterior (Figures 22 and 23). The front elevation is six bays wide, with the central two bays recessed slightly; the recessed bays include the entry door, which is reached via a large, raised stoop and brick stairway, and a tripartite picture window. To the north of the recessed bays is the front -gabled section, which has two single six -over -six, wood sash windows; to the south are two single six -over -six, wood sash windows that comprise the attached garage, which is accessed via a garage door bay on the south elevation. There is an interior brick chimney visible above the roof ridge and the roof is covered with composition shingles. S&ME, Inc. Mount Zion Reformed Church (RW1678) is a 1919 Gothic Revival church building and its NRHP boundary, which encompasses nearly 11 acres, includes the church, auxiliary buildings, a graveyard to the south, and a portion of the adjacent cemetery to the east. The proposed pipeline corridor and a laydown area are directly adjacent to the western NRHP boundary of Mount Zion Reformed Church (RW1678), as it is located along the east side of Kimball Street (Figures 3 and 24). The portion of the pipeline corridor along the boundary of the Mount Zion Reformed Church (RW1678) is approximately 50 feet from the closest structure within the boundary, a metal storage shed, and approximately 125 feet from the closest portion of the graveyard to the south of the church (Figures 25-27). MP-7 Resource MP-7 is a circa 1950 residence located at 865 Bostian Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 3 and 24). The house is a one-story, hip -roofed structure that sits on a sloped lot and has a daylight basement visible from the rear of the lot (Figures 28 and 29). The front elevation is four bays wide, with the entry door located beneath a one -bay, hip -roofed porch that is supported by decorative posts. The door is flanked by a vinyl sash, tripartite picture window on either side and to the northernmost bay is a single one -over -one, vinyl sash window, located in a hip -roofed projection that may be an addition. A hip -roofed porch is visible on the north elevation. The south elevation has four one -over -one, vinyl sash windows on the main level; on the lower, basement level there is a central entry door that is flanked by a six -pane, metal frame casement window on either side. The exterior of the house is covered with vinyl siding and the roof is asphalt shingles; there is an interior brick chimney visible above the roofline. MP-8 Resource MP-8 is a circa 1950 residence, which has been converted to a commercial building, located at 2001 US Highway 29, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 3 and 24). HPOWEB identifies the Will Bostian House (RW0679) as being recorded in 1977 at this location, but no longer extant; however, aerial photographs indicate that a structure with the same footprint as MP-8 has been standing at this location since the mid-1950s. The house is a one-story, cross -gabled building that rests on a stone foundation (Figures 30 and 31). The front elevation is four bays wide. The westernmost bay is a front -gable, with a single window; east of the front -gabled section there is a triple window, an entry door, and a paired window. The windows are covered with bars and decorative metal panels, making it difficult to discern their composition. Above the entry door there is a gabled hood, that is supported by decorative metal posts, which connects to a flat -roof porch that covers the eastern bay and is also supported by decorative metal posts. On the east elevation, a gabled porch has been enclosed. A one-story gabled addition has been attached to the rear of the structure. The exterior of the structure is primarily covered with aluminum siding, although the area adjacent to the door appears to be faux stone; the roof is covered with asphalt shingles and an interior brick chimney is visible above the roof ridge. MP-9 Resource MP-9 is a circa 1920 residence, located at 965 Bostian Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 3 and 24). The house is a one-story, front -gabled structure with a basic Craftsman form and a brick foundation (Figures 32-34). Within the gable end there is a central rectangular attic vent and along the eaves of the house there are triangular brackets. The north elevation of the house has one single and two paired one -over -one, vinyl sash windows; the south elevation has four single windows and a side entry door. The exterior of the house is covered with vinyl siding and the roof is asphalt shingles; two interior brick chimneys are visible above the roofline. MP-10 Resource MP-10 is a circa 1920 residence, located at 1015 Bostian Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 3 and 24). The house is a one-story, front -gabled structure with a basic rectangular and a brick foundation (Figures 35-37). The front elevation is three bays wide, with a slightly off -center entry door that is flanked by a single one -over -one, vinyl sash window on either side. A shed -roofed porch, which is supported decorative metal posts, covers the three front bays. The north elevation of the house has one single and one paired one -over -one, vinyl sash window; the south elevation has two single one -over -one, vinyl sash windows and an exterior brick chimney. The exterior of the house is covered with vinyl siding and the roof is asphalt shingles. MP-11 Resource MP-11 is a circa 1930 residence, located at 960 Bostian Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 3 and 24). The house is a one-story structure, with a basic Craftsman form, brick foundation, and jerkinhead roof (Figures 38-40). The front elevation of the main structure is two bays wide, with an entry door and a tripartite picture window that are located beneath ajerkinhead roof porch, which is supported by central square columns and corner Tuscan columns that rest on brick piers. The south elevation of the house has a paired and a single one -over -one, vinyl sash window. The north elevation has a side -gabled addition, which has a single one -over -one window on the west elevation and a smaller, single one -over -one window on the north elevation. The exterior of the house is covered with vinyl siding and the roof is asphalt shingles. RW0773 - Yost-Weddington Farm and Post Office The Yost-Weddington Farm and Post Office (RW0773) was determined eligible for the National Register in 2014; it includes a circa 1949 one -and -one -half -story farmhouse and a collection of outbuildings, including a former post office building dating from the 1880s through circa 1950 (Figures 41-43). The NRHP boundaries for the property include land and buildings on both sides of Lentz Road and comprise approximately nine acres. The house, former post office building, and outbuildings appear to remain extant, with little change since the 2014 survey. The proposed pipeline corridor bisects the property contained within the NRHP boundary for the Yost-Weddington Farm and Post Office (RW0773), as it is located along the west side of Lentz Road, running north to south (Figures 4 and 44). RW1871 Structure RW1871 is a circa 1960 residence, located at 3370 Lentz Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 4 and 44). The house is a one-story, side -gabled, Ranch residence that was originally four bays wide, but which has a large addition to its south elevation (Figures 45-47). The entry door, which has a fluted surround, is inset into the front elevation, with two single one -over -one, double hung, vinyl sash windows to the north and a tripartite picture window to the south; a shed -roofed extension of the main S&ME, Inc. The south addition is stepped back from the fagade, but nearly as large as the original house, with a door, a tripartite window, and two single windows; it appears to be an enclosed breezeway section that connects to a formerly semi-detached garage, as there are garage door bays on the south elevation. The exterior of the house is covered with aluminum siding and the roof is asphalt shingles. Two interior brick chimneys are visible above the roofline. Structure RW1871 was determined ineligible for the NRHP in 2014. RW1873 Structure RW1873 is a circa 1950 residence, located at 3510 Lentz Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 4 and 44). The house is a one-story, Minimal Traditional -style residence that has a side -gabled roof and rests on a brick foundation (Figures 48-50). The front elevation is five bays wide, with a central entry door located beneath a one -bay, gabled entry porch that is supported by decorative metal posts. To the north of the door are two single one -over -one, double hung, vinyl sash windows and to the south is a single one -over -one window and a one -pane picture window. On the south elevation is a two -bay, gabled side entry porch, supported by decorative metal posts. The exterior of the house is covered with fiberboard siding and the roof is composition shingles. RW1410 — Stirewalt-Faggart House and Farm The Stirewalt-Faggart House and Farm (RW1410) was determined eligible for the National Register in 2013; it includes a farmhouse and a collection of agricultural outbuildings, as well as three additional residences and farm acreage, including open fields and wooded tracts (Figures 51-57). The NRHP boundaries for the property include land and buildings on both sides of Old Concord Road and comprise approximately 1,904 acres. The original farmhouse, additional residences, outbuildings, and farm acreage appear to remain extant, with little change since the 2014 survey. The proposed pipeline corridor bisects the property contained within the NRHP boundary for the Stirewalt-Faggart House and Farm (RW0773), as it is located along the east side of Old Concord Road, running northeast to southwest (Figures 4 and 58). MP-12 Resource MP-12 is a circa 1930 residence, located at 340 Corban Avenue SE, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 6 and 59). The house is a one -and -one -half -story structure, with a basic Craftsman form, side -gabled roof, and brick veneer exterior (Figures 60-62). The front elevation of the main structure is three bays wide, with a central entry door flanked by a paired six -over -six, double hung window on either side. A full -width, gabled porch, supported by brick posts, spans the front elevation and has half- timbering and curved brackets in its gable end. The visible fenestration on the side elevations of the house is single and paired windows. There are two exterior brick chimneys, one on each gable end. The gable ends of the main roof structure also have curved brackets and the roof is covered with composite shingles. Located to the southeast of the house is a two -bay, hip -roofed garage, with visible raftertails, that appears to be contemporary with the house. S&ME, Inc. A large -shed -roofed dormer, covered with aluminum siding, is centered within the roofline and contains three 16-pane casement windows; above the southernmost bay is a gabled wall dormer with a 16-pane casement window. On the north elevation is an exterior end chimney. On the south elevation, where the basement level is visible because of the slope of the lot, are two garage bays on the basement level, three windows on the first story, and two windows on the attic story. MP-14 Resource MP-14 is a circa 1950 former residence, now used as a commercial space located at 241 Lenmore Drive Road, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 6 and 59). The former house is a one-story structure, with a cross -gabled roof and a brick foundation (Figures 66-68). The front elevation is three bays wide, with the northern two bays located on the front -projecting gabled section; they consist of a six -over -six, double hung, vinyl sash window with a vinyl -arched top light and an entry door, which is located beneath a one -bay, gabled porch that is supported by heavy, square posts. To the north of the main portion of the house, a one-story, side -gabled, brick veneer addition, with a paired six -over -six, double hung, vinyl sash window, is attached. On the south elevation of the building are two single six -over -six, double hung, vinyl sash windows; because of the slope of the lot, a basement level is also visible and contains an entry door and a six -pane casement window in an enclosed former garage bay. The exterior of the structure is covered with vinyl siding and the roof is composition shingles. MP-15 Resource MP-15 is a circa 1960 commercial -industrial building, located at 192 Manor Avenue SW, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 7 and 69). The building is a flat -roofed, brick veneer structure with an irregular footprint (Figures 70-74). The forwardmost portion of the building is a rectangular projection, with two single -pane, metal frame windows and a recessed doorway, which is accessed via a hallway constructed of square breezeblock. This connects to a deep rectangular section, with no visible openings, which makes up the eastern portion of the building. To the north of the projecting section is a concrete block section, which connects to the western portion of the building. Adjacent to this concrete block section is a recessed portion, which has an entry door, located beneath a flat -roofed, one -bay awning, and a single one -pane window; to the west of the recessed portion is a rectangular section with three single -pane windows, each of a different size. Along the west elevation is a raised loading dock, at the northwest corner, and the western wall is covered with metal siding. MP-16 Resource MP-16 is a circa 1965 commercial -industrial building, located at 244 Manor Avenue SW, adjacent to a proposed above ground appurtenance of the M-71 project (Figures 7 and 69). The building is a flat -roofed, brick veneer structure with a rectangular footprint, which appears to be an earlier building with an addition to its north elevation (Figures 75-77). The front elevation of the southern portion of the structure has a main entry door, with glass block sidelights, that has one single, one -pane window to the north and three single, one -pane windows and a secondary door to the south. On the north elevation of the main section, the building steps back slightly to the northern section, which has a bricked over entrance and a rectangular vent. On the north elevation there are no visible openings. On the south elevation, the upper portion of the wall is covered with metal siding and there are four garage -door style receiving bays. However, the majority of the proposed pipeline route has not been investigated archaeologically and numerous areas of high archaeological potential are present, including near the crossing of Cold Water Creek. Although much of the pipeline will be place within existing road rights -of -way, your letter notes it is anticipated that several pipeline sections and/or associated workspaces will be located on private property directly adjacent to the road right-of-way. Numerous cemeteries are also located along the route and adjacent to road rights -of -way. Although these cemeteries are marked with a low risk of unmarked burials within the proposed right-of-way, we recommend caution during ground -disturbing activities that take place near the cemeteries. Please note that cemeteries are protected under NC General Statutes Chapter 14-148 and 14-149, and are afforded consideration under Chapter 65. If unmarked human skeletal remains are encountered during construction, the provisions of North Carolina General Statute Chapter 70, Article 3 apply. Construction activities should immediately cease and the county medical examiner should be contacted. Prior to the initiation of any ground disturbing activities within the project area, we recommend that a comprehensive archaeological survey be conducted in areas that have not been previously surveyed by an experienced archaeologist and are outside of existing rights -of -way. The purpose of this survey will be to identify any archaeological sites that may be damaged or destroyed by the proposed project and make recommendations regarding their eligibility status in terms of the National Register of Historic Places. Potential effects on unknown resources must be assessed prior to the initiation of construction activities. We apologize for the delay. We have reviewed the information provided and offer the following comments. According to our records, portions of the project area have been previously surveyed. However, the majority of the proposed pipeline route has not been investigated archaeologically and numerous areas of high archaeological potential are present, including near the crossing of Cold Water Creek. Although much of the pipeline will be place within existing road rights -of -way, your letter notes it is anticipated that several pipeline sections and/or associated workspaces will be located on private property directly adjacent to the road right-of-way. Numerous cemeteries are also located along the route and adjacent to road rights -of -way. Although these cemeteries are marked with a low risk of unmarked burials within the proposed right-of-way, we recommend caution during ground -disturbing activities that take place near the cemeteries. Please note that cemeteries are protected under NC General Statutes Chapter 14-148 and 14-149, and are afforded consideration under Chapter 65. If unmarked human skeletal remains are encountered during construction, the provisions of North Carolina General Statute Chapter 70, Article 3 apply. Construction activities should immediately cease and the county medical examiner should be contacted. Prior to the initiation of any ground disturbing activities within the project area, we recommend that a comprehensive archaeological survey be conducted in areas that have not been previously surveyed by an experienced archaeologist and are outside of existing rights -of -way. The purpose of this survey will be to identify any archaeological sites that may be damaged or destroyed by the proposed project and make recommendations regarding their eligibility status in terms of the National Register of Historic Places. Potential effects on unknown resources must be assessed prior to the initiation of construction activities. This work should be conducted by an experienced archaeologist, who meets the Secretary of the Interior Professional Qualifications. Due to the nature of the proposed work, the project will have no adverse effect on historic properties, specifically the Yost-Weddington Farm and Post Office (RW0773) and Stirewalt-Faggart House & Farm (RW 1410), based on the following conditions being implemented. • Minimize disturbances caused by using machinery during staging and operations. This includes avoiding the unnecessary removal of healthy vegetation, situating lay down/prep areas within previously disturbed areas and avoiding the use of vehicles or heavy machinery on unpaved ground surfaces if the area is inundated or has recently received heavy rainfall. We recommend that protection mats or plywood be used to protect unpaved surfaces. • Areas impacted by construction activities should be returned to pre -construction condition upon project completion. Any plans to not return impacted areas within the historic properties to pre - construction condition should be submitted to us for review and comment.
