Attn: Mr. Michael Hall, Regional Supervisor
Mr. Hall on February 13, 2024, a Notice of Violation was mailed and received on February 26,
2024. Based on the self -reporting Sanitary Sewer Overflow (SOS) 5-Day Report submitted by
Town of Whitakers indicated violations of permit conditions stipulated in the subject permit
and NC G.S. 143-215-1. Violations included failing to effectively manage, maintain, an operate
the subject collection system so that there is no SOS to the land surface waters and making an
outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is
required. Per the Inflow and Infiltration there were 42,0000 Total Vol (Gal s) at 20077 NC 33
NW, Whitakers, N.0 27891.
The Town of Whitakers Plan of Corrections is as follows:
Mr. David Wier of McDavid and Associates, Engineer meet with Mr. Stuart Taylor of TenCarver
Machinery Company, Contractor on March 12, 2024. They meet at the said location to
determine a POC, in which was determined to prevent Sanitary Sewer Overflow (SOS).
Stuart Taylor engineer with Tencarva who sales and services Gorman -Rupp Pumps. The pumps are
currently pumping at 250-280 GPM. These pumps were originally specified to operate around 450 GPM.
The pumps were manufactured in 2003 and installed in 2004. Tencarva serviced these pumps back in
2014. During that service, they had to replace the impellers and wear plates. Tencarva is sending their
technician within the next couple of weeks to Whitakers to service the pumps, replace the impellers,
and wear plates to increase the pumping capacity back up to around the 450 GPM operating range. This
should prevent the pump station from overflowing again. The Town of Whitakers currently has a grant
from NCDEQ to rehabilitate the Main Street Pump Station and replace a substantial portion of the sewer
collection system around town to reduce the inflow and infiltration within the sewer system. The project
is in the design phase and should be under construction within the next 12-24 months.
